Lamar County Multi- Jurisdictional Hazard Mitigation Plan <br />Chapter One <br />1.5 ORGANIZATIONAL STRUCTURE <br />The Lamar County Commissioner's Court utilized funding from the Pre - Disaster Mitigation grant <br />program to compile, produce and approve a new Lamar County Hazard Mitigation Multi - <br />Jurisdictional Plan to comply with 44 CFR Part 201. The purpose of creating a comprehensive <br />multi - jurisdictional plan was to protect and improve the safety of the citizens living and working in <br />Lamar County, Texas. <br />The jurisdictions participating in and contributing to the planning process included Lamar County <br />Commissioner's Court, the City of Blossom, the City of Deport, the City of Paris, the City of Reno, the <br />City of Roxton, the City of Sun Valley and the City of Toco. <br />Other interested entities included Paris Junior College, Paris Regional Medical Center, Campbell <br />Soup, Kimberly Clark, banks, realtors, insurance agencies, State agencies, school districts, <br />nonprofits, Corp of Engineers, historical preservation, legislators and utilities. <br />Lamar County Judge, M. C. Superville served as the lead from Lamar County. The Commissioner's <br />Court contracted with Ginger Cook to serve as the lead for the development and writing of the plan. <br />The project manager was changed to Heath Thomas Lamar County Emergency Management <br />Coordinator after Mrs. Cook could no longer work on the project. The Direct Representation Model <br />was used as a guide in the planning process. <br />Ms. Cook's responsibilities (Transferred to Mr. Thomas) as lead for the development of the Lamar <br />County Hazard Mitigation Multi- Jurisdictional Plan included: <br />• Provide technical assistance and necessary data to the Lamar County Hazard <br />Mitigation Multi- Jurisdictional Plan; <br />• Schedule, coordinate and facilitate community meetings with the assistance of the <br />planning committee; <br />• Provide any necessary materials, handouts, etc., necessary for the public planning <br />meetings; <br />• Work with the planning committee to collect and analyze data and develop goals <br />and implementation strategies; <br />• Prepare, based on community input and committee direction, the first draft of the <br />plan and provide technical writing assistance for review, editing and formatting; <br />• Coordinate with stakeholders within the cities and the unincorporated areas of <br />Lamar County during plan development; <br />• Submit final plan to the State of Texas and provide follow up technical assistance to <br />the Lamar County Hazard Mitigation Multi - Jurisdictional Plan committee to amend <br />any noted deficiencies subsequent to the review of the plan by the State of Texas; <br />• Upon the approval by the State of Texas, submit the plan to FEMA and provide <br />follow up technical assistance to the Lamar County Hazard Mitigation Multi - <br />Jurisdictional Plan committee to amend any noted deficiencies subsequent to the <br />review of the plan by FEMA; <br />27 <br />
