Lamar County Multi- Jurisdictional Hazard Mitigation Plan <br />Chapter Two <br />• Past occurrences of hazardous events in or near Lamar County, the severity, duration and <br />the resulting influences on the County. <br />• Description of Lamar County's vulnerability to identified hazards including types and <br />numbers of existing and future buildings, infrastructures and critical facilities in targeted <br />hazard areas. <br />• Probability or likelihood of hazard occurrences. <br />• Estimated potential dollar losses of structures considered vulnerable. <br />• General description of land uses and development trends for future land use decisions. <br />All external information and data collected for the Lamar County Mitigation Plan will be available <br />for local jurisdictions to use in mitigation projects as needed. <br />PHASE 3 - DEVELOP MITIGATION STRATEGIES: <br />An important portion of the mitigation planning process is to develop strategies to reduce losses as <br />identified in the Risk Assessment phase. The long -term mitigation strategies include: <br />• A description of mitigation objectives intended to reduce long -term vulnerabilities. <br />• Identification and a comprehensive analysis of a range of mitigation actions and projects. <br />• Action plan describing how the mitigation actions and projects were prioritized, and how <br />the plan will be implemented and administered. <br />To facilitate this process other project meetings were utilized to assist in the development of <br />Strategies. One such project meeting was the Lamar County Annual Training and Exercise Planning <br />Workshop which had a total of 14 represented local agencies, schools, and private groups as well <br />as TDEM, Texas Forest Service, and American Red Cross represented. <br />City Council Meetings were a solution to getting more public involvement. The purpose of utilizing <br />City Council Meetings was to provide updates to our plan development but evolved to a source to <br />include more general public input and awareness of the overall plan its process and purpose. <br />PHASE 4 - ADOPTION, IMPLEMENTATION AND MAINTENANCE: <br />A formal adoption by the county and the local jurisdictions is required after the HMPT reviewed <br />and finalized the rough draft and the draft was approved as adoptable by FEMA. Each jurisdiction <br />gave an informal approval after the HMPT reviewed and finalized the drafts prior to submission to <br />the state for initial review. After the informal adoption by local jurisdictions the plan was <br />submitted to the State of Texas Governor's Division of Emergency Management for review and <br />coordination. Once accepted, it will be forwarded to the FEMA Region VI for review and approval. <br />After the State of Texas and FEMA review the plan will be available for public review and comment <br />at both the County Emergency Coordinator's Office and the County Clerk's Office. <br />40 <br />
