Item No. 12 <br />memorandum <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Carla Easton, PE, City Engineer <br />Engineering and Community Development <br />SUBJECT: TxDOT LOCAL GOVERNMENT PROJECTS QUALITY ASSURANCE <br />PROGRAM <br />DATE: February 21, 2017 <br />BACKGROUND: In the past several years, the city has received multiple federal grants <br />administered by the TxDOT Local Government Projects Program, including funds for the Safe <br />Routes to School and the West Paris Trail. The program has many specific documentation and <br />reporting requirements designed to monitor project compliance with the grant criteria. One of <br />these is the adoption of a Quality Assurance Program (QAP) that sets the testing lab <br />qualifications and other construction quality control standards. <br />STATUS OF ISSUE: In a recent audit of the Safe Routes to School and West Paris Trail <br />projects, the local TxDOT office advised that adoption of a QAP is required for program <br />compliance. On city projects, the quality assurance /quality control measures are included in the <br />contract specifications, however TxDOT did not find this format sufficient for their audit and <br />they have asked the city to adopt the TxDOT QAP for all federal /state projects. <br />TxDOT provides a template QAP for local governments to adopt. That document has been <br />customized for our use, and is proposed for use on projects that are part of the Local Government <br />Projects Program in the City of Paris. Adoption of this QAP is necessary for reimbursement on <br />our ongoing local let projects. <br />BUDGET: N/A <br />RECOMMENDATION: Approve adoption of the Quality Assurance Program for projects <br />funded by the Local Government Projects Program administered by TxDOT. <br />
