Item No. 11 memorandum TO: City Council John Godwin, City Manager FROM: Carla Easton, City Engineer SUBJECT: 2016 MAINSTREET SIDEWALK CONSTRUCTION AWARD DATE: February 20, 2017 BACKGROUND: In 2016, The City was awarded a grant through the Texas Capital Fund Community Development Block Grant Main Street Program for $150,000 to reconstruct sidewalks in downtown. The project includes replacement of sidewalks along the south side of Lamar from North Main St to 1st NE, and also the west side of South Main St from Kaufman to Austin. Birkoff, Hendricks & Carter LLC prepared the construction drawings and specifications. On February 13, 2017, three bids were received for the project and Guess Construction Co, submitted the apparent low bid in the amount of $118,985.00. Upon review of the bids, it was found that the apparent low bidder failed to include the purchase of street lights with the bid items. As such, the bid is rejected from consideration and contract award falls to the second low bidder, Richard Drake Construction Co. The contract documents require this project to be completed within 60 calendar days after issuance of the notice to proceed. Construction is anticipated to begin in March. STATUS OF ISSUE: A recommendation of contract award to Richard Drake Construction Co., has been submitted by the engineer of record. A summary of the bids received for this project is as follows: Bidder Bid Amount Guess Construction Services $118,985.00 Richard Drake Construction Company, LP $144,100.90 Mike Rogers Construction Company $144,948.00 BUDGET: Funding is available from $150,000 Texas Capital Fund grant. RECOMMENDATION: Authorize the city manager to execute a contract with Richard Drake Construction Company, LP, for the 2016 Downtown Sidewalk Improvements project.
