Item No. 11 <br />memorandum <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Carla Easton, City Engineer <br />SUBJECT: 2016 MAINSTREET SIDEWALK CONSTRUCTION AWARD <br />DATE: February 20, 2017 <br />BACKGROUND: <br />In 2016, The City was awarded a grant through the Texas Capital Fund Community <br />Development Block Grant Main Street Program for $150,000 to reconstruct sidewalks in <br />downtown. The project includes replacement of sidewalks along the south side of Lamar from <br />North Main St to 1st NE, and also the west side of South Main St from Kaufman to Austin. <br />Birkoff, Hendricks & Carter LLC prepared the construction drawings and specifications. <br />On February 13, 2017, three bids were received for the project and Guess Construction Co, <br />submitted the apparent low bid in the amount of $118,985.00. Upon review of the bids, it was <br />found that the apparent low bidder failed to include the purchase of street lights with the bid <br />items. As such, the bid is rejected from consideration and contract award falls to the second low <br />bidder, Richard Drake Construction Co. The contract documents require this project to be <br />completed within 60 calendar days after issuance of the notice to proceed. Construction is <br />anticipated to begin in March. <br />STATUS OF ISSUE: <br />A recommendation of contract award to Richard Drake Construction Co., has been submitted by <br />the engineer of record. A summary of the bids received for this project is as follows: <br />Bidder Bid Amount <br />Guess Construction Services $118,985.00 <br />Richard Drake Construction Company, LP $144,100.90 <br />Mike Rogers Construction Company $144,948.00 <br />BUDGET: Funding is available from $150,000 Texas Capital Fund grant. <br />RECOMMENDATION: Authorize the city manager to execute a contract with Richard Drake <br />Construction Company, LP, for the 2016 Downtown Sidewalk Improvements project. <br />
