RESOLUTION NO. 2017 -015 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS <br />ADOPTING THE 2017 LAMAR COUNTY MITIGATION PLAN; MAKING <br />OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND <br />DECLARING AN EFFECTIVE DATE. <br />WHEREAS, Lamar County is seeking FEMA approval of the Lamar County Local Mitigation <br />Plan, recognizing the threat that natural hazards pose to people and property within the county; <br />and <br />WHEREAS, undertaking hazard mitigation actions will reduce the potential for harm to <br />people and property from future hazard occurrences; and <br />WHEREAS, the U.S. Congress passed the Disaster Mitigation Act of 2000 ( "Disaster <br />Mitigation Act ") emphasizing the need for pre- disaster mitigation of potential hazards; and <br />WHEREAS, the Disaster Mitigation Act made available hazard mitigation grants to state and <br />local governments; and <br />WHEREAS, an adopted Mitigation Plan is required as a condition of future funding for <br />mitigation projects under multiple FEMA pre and post- disaster mitigation grant programs; and <br />WHEREAS, Lamar County fully participated in the FEMA prescribed mitigation planning <br />process to prepare this Mitigation Plan; and <br />WHEREAS, the Texas Division of Emergency Management and the Federal Emergency <br />Management Agency Region VI officials have reviewed the Mitigation Plan and approved it <br />contingent upon this official adoption of the participating governing body; and <br />WHEREAS, the City Council of the City of Paris desires to comply with the requirements of <br />the Disaster Mitigation Act and to augment its emergency planning efforts by formally adopting the <br />Mitigation Plan as set out by Lamar County; and <br />WHEREAS, adoption by the governing body for the City of Paris demonstrates the <br />jurisdiction's commitment to fulfilling the mitigation goals and objectives outlined in this Mitigation <br />Plan; and <br />WHEREAS, adoption of the Mitigation Plan legitimizes it and authorizes responsible <br />agencies to carry out their responsibilities under the Mitigation Plan; <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, <br />TEXAS, THAT: <br />Section 1. The findings set out in the preamble to this resolution are hereby in all things <br />approved. <br />Section 2. The City hereby adopts the Lamar County Mitigation Plan as an official plan. <br />Section 3. This resolution shall become effective from and after the date of passage. <br />
