RESOLUTION NO. 2017 -015 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS ADOPTING THE 2017 LAMAR COUNTY MITIGATION PLAN; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, Lamar County is seeking FEMA approval of the Lamar County Local Mitigation Plan, recognizing the threat that natural hazards pose to people and property within the county; and WHEREAS, undertaking hazard mitigation actions will reduce the potential for harm to people and property from future hazard occurrences; and WHEREAS, the U.S. Congress passed the Disaster Mitigation Act of 2000 ( "Disaster Mitigation Act ") emphasizing the need for pre- disaster mitigation of potential hazards; and WHEREAS, the Disaster Mitigation Act made available hazard mitigation grants to state and local governments; and WHEREAS, an adopted Mitigation Plan is required as a condition of future funding for mitigation projects under multiple FEMA pre and post- disaster mitigation grant programs; and WHEREAS, Lamar County fully participated in the FEMA prescribed mitigation planning process to prepare this Mitigation Plan; and WHEREAS, the Texas Division of Emergency Management and the Federal Emergency Management Agency Region VI officials have reviewed the Mitigation Plan and approved it contingent upon this official adoption of the participating governing body; and WHEREAS, the City Council of the City of Paris desires to comply with the requirements of the Disaster Mitigation Act and to augment its emergency planning efforts by formally adopting the Mitigation Plan as set out by Lamar County; and WHEREAS, adoption by the governing body for the City of Paris demonstrates the jurisdiction's commitment to fulfilling the mitigation goals and objectives outlined in this Mitigation Plan; and WHEREAS, adoption of the Mitigation Plan legitimizes it and authorizes responsible agencies to carry out their responsibilities under the Mitigation Plan; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, THAT: Section 1. The findings set out in the preamble to this resolution are hereby in all things approved. Section 2. The City hereby adopts the Lamar County Mitigation Plan as an official plan. Section 3. This resolution shall become effective from and after the date of passage.
