It had sticks sticking up over the floor cause the floor was wood and <br />I don't know what you need to do in a case like that but it shouldn't have passed <br />inspection. <br />Mrs. Ruthart: Housing Quality Standards is very, very minimal. HUD is trying to change <br />that to, it's called UPCS, they're gonna go to the UPCS Inspections for the vouchers <br />instead of the HQS. <br />Ms. Hearn: The person, did they occupy it or did they... <br />Ms. Cherry: They shouldn't have took it, people when you have 30 days or whatever <br />and it's the last day for you to find a place, you'll take whatever you can to save that <br />voucher. This house shouldn't have passed inspection, it didn't have a smoke detector, <br />the wiring - which ended up causing a fire — was taped over with black tape on the light <br />fixture. That shouldn't pass inspection I don't care what anybody says, that's ridiculous. <br />Mrs. Ruthart: The inspection was not passed that way. There was a smoke detector in <br />there when the... <br />Ms. Cherry: No, I got pictures. I'm gonna search my files... <br />Mrs. Ruthart: Were you there the same time that the inspector was there? <br />Ms. Cherry: I was there when she got her keys to move in. There wasn't even any <br />lights on. <br />Mrs. Ruthart: Well then anybody could've taken it down. What does our inspector have <br />to gain by taking down the smoke detector. <br />Ms. Cherry: I don't know. <br />Mrs. Ruthart: What does he have to gain by passing this... <br />Ms. Cherry: I don't know. I saw it, you didn't see it. <br />Mrs. Ruthart: I had plenty of pictures given to me. <br />Ms. Cherry: You don't have the pictures of how it was before the fire. <br />Mrs. Ruthart: It passed inspection. <br />Ms. Cherry: The fact is yall just don't care. <br />Mrs. Ruthart: That's not true. <br />Ms. Cherry: I'm telling you, which you're saying I'm lying. <br />Mrs. Ruthart: I didn't say you're lying. <br />Ms. Cherry: There was no smoke detector up there. <br />Mrs. Ruthart: When you were there. <br />Ms. Cherry: I was there before she moved in it. <br />Mr. Savage: How many days was the inspection done before she moved in? <br />Ms. Cherry: Well, the inspection was done, I was there the day she got her keys. I don't <br />know how much before that that they did the inspection. I do know that they did the <br />inspection without the lights being on and you're not supposed to do that, you know. You <br />have to check and see if the lights work and all that. And that's what they did, that's a <br />fact, you know. <br />Mrs. Pridemore: When he does inspections and stuff like that, he'll make comments <br />as to what needs to be repaired and that's how that's handled. If he does one and it fails, <br />he sends a letter to the landlord and tells them what needs to be repaired... <br />Ms. Cherry: He passed everything. Nothing failed in that house. You know, I'm just <br />telling you what I know, do with it what you will, if you don't care then so be it, you <br />know. I'm just telling you these houses, you said that they have very low standards — yes <br />they do. <br />Mrs. Ruthart: Housing Quality Standards are very, very minimal. <br />Ms. Cherry: Well, it's to the level of a slum that's what it is. <br />Mr. Savage: But you have to have a smoke detector and all that? <br />6 <br />
