Draft <br />ORDINANCE NO. <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING CHAPTER 7 OF THE CODE OF ORDINANCES, "BUILDING AND <br />BUILDING REGULATIONS," TO ADD ARTICLE VIII, "VACANT BUILDING <br />REGULATIONS," TO CREATE A REGISTRATION PROGRAM FOR ALL <br />VACANT CENTRAL AREA BUILDINGS; PROVIDING A PENALTY CLAUSE; <br />PROVIDING A SAVINGS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; <br />PROVIDING A REPEALER CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />WHEREAS, the City of Paris includes a significant number of vacant structures in the <br />downtown central area, many of which are old and /or in disrepair; and <br />WHEREAS, such properties that are not properly and routinely maintained and <br />repaired represent a threat to the life, health, and safety of City residents; and <br />WHEREAS, in the case of emergency at any such building, it is vital that the City be <br />able to promptly contact the owners thereof; and <br />WHEREAS, the City Council has determined that the public health, safety, and <br />welfare are served by the creation of a registration program for such vacant structures in <br />the Central Area of the city; <br />NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF <br />PARIS, TEXAS: <br />Section 1. That the findings set out in the preamble to this ordinance are hereby in <br />all things approved. <br />Section 2. That Chapter 7, "Buildings and Building Regulations," of the Code of <br />Ordinances, shall be amended to add Article VIII, "Vacant Building Regulations," which will <br />read in its entirety as follows: <br />"Article VIII. - BUILDING AND BUILDING REGULATIONS <br />"Sec. 7.165 - Title. This article shall be cited as the `Vacant Building Regulations <br />Ordinance.' <br />
