PEDC Board Meeting Minutes
February 21, 2017
Paris to IH -30. This was done by SuRRMA bringing Lamar and Delta counties, the City of Cooper and
the City of Paris together and working with TxDot. The PEDC will be receiving $681,787.04 back from
SuRRMA which is 47.8% of the total. Mr. Harper stated that the reason the PEDC will be receiving
money back is they were the only entity that contributed cash, the other entities involved all had loans.
SuRRMA is asking for the support from each entity with a pledge of $2000 a year which will build a
reserve fund.
Mr. Harper gave four infrastructure objectives for our input and approval:
1. Expansion of US 82 from 2 lanes to 4lanes from Paris, TX, to Bonham, TX.
2. Four lane divided highway of Loop 286 around the south of Paris, TX.
3. Four lane improvements to US 271 from Paris, TX, to Mt. Pleasant, TX.
4. Rail improvement from Paris, TX, to Bonham, TX.
Mr. Paris stated that SuRRMA is a catalyst to bring RMAs together to work on the bigger goals. It was
asked that the request by SuRRMA for $2000 a year be a future agenda item for the Board and that Ms.
Harris, City Attorney, also look at this request.
Discuss input on Lamar County Days road map.
Mr. Paris provided a copy of the road map that highlights our transportation priorities to take to Lamar
County Days at the State Capitol. He asked for input from the Board on the brochure. The Board had a
few things to change, but overall liked that the brochure highlighted just how important transportation is
in our area.
Executive Director's Monthly Report.
• All of our businesses are compliant on their incentives. We have received quarterly paperwork
from BodyGuard, Potters and Daisy Dairy. Also, Paris Lakes is doing some development and
construction; there are incentives on their infrastructure.
• We received nine Requests for Information from the Governor's Office in the last thirty days. A
response was made to three of the requests. We did not meet the criteria on the other requests.
• There were four phone calls with leads from ROI. Three additional phone calls are scheduled.
• City Council was updated on three projects last month in their executive session.
• BRE visits were done with 11 industries: Luminant, PJC, Paris ISD, Huhtamaki, Winfield,
Campbell's, Kimberly Clark, Potters, BodyGuard, HWH, RK Hall, and J Skinner. A Turner
visit is scheduled. After visiting with the industries, two to three of them are looking at
expansion. J Skinner has a new plant manager, Scott Lay. Turner has a job fair this week out at
the Love Civic Center.
• The Site Link Forum is Wednesday through Friday and Mr. Paris will be meeting with the
consultants individually and will be attending seminars.
