Item No. 12 <br />memorandum <br />TO: Mayor & City Council <br />John Godwin, City Manager <br />FROM: Carla Easton, PE, City Engineer <br />Engineering and Community Development <br />SUBJECT: HYDRAULIC ANALYSIS OF BIG SANDY CREEK, TRIBUTARIES 4 & 6 <br />DATE: April 17, 2017 <br />BACKGROUND: In April and May of 2016, the City of Paris experienced rain events causing <br />localized flooding of properties along Big Sandy Creek, including houses on Clark, Culbertson, <br />and other streets. In response to the flooding concerns, the City contracted with Cobb Fendley & <br />Associates to perform a detailed hydraulic analysis in order to effectively model the creek and <br />determine opportunities to reduce flooding in the future. <br />STATUS OF ISSUE: Cobb Fendley & Associates has completed the analysis of the existing <br />channel which runs from just north of Lamar near Wade Park south to Collegiate. The FEMA <br />model was updated with topographic survey to better represent the existing conditions along the <br />channel. The model was used to analyze 4 construction alternatives, the results of which will be <br />presented by Cobb Fendley at the City Council meeting. <br />BUDGET: N /A, potential improvements and associated cost will be presented for consideration; <br />approximately $500,000 has been set aside for this project. <br />RECOMMENDATION: Receive presentation by Cobb Fendley & Associates and provide <br />direction for proceeding with further study and /or project planning. <br />
