Regular Council Meeting <br />April 24, 2017 <br />Page 3 <br />work. Council Member Clifford said it sounded like with a 500 year event that no matter how <br />much money they spent, they would not be able to stop the flood. He also said the improvements <br />the City had already done seemed to be making a difference. Council Member Clifford inquired <br />about the cost for the entire City to have this type of drainage work and Mr. Sugg said he would <br />not even begin to guess. Council Member Drake wanted to know if the baffles on Collegiate and <br />Clarksville Streets were causing the water to slow and back up. Mr. Busby said it did cause <br />water to slow but not back up, and there should be minimal effect. Mayor Hashmi said the <br />City's drainage had been better since they had starting cleaning out the ditches and they needed <br />to continue with that process. City Council thanked Mr. Sugg and Mr. Busby for their <br />presentation. <br />13. Discuss and act on amendments to the 2016 -2017 PEDC budget. <br />PEDC Director Michael Paris explained the PEDC Board was requesting amendments to <br />the 2016 -2017 Budget, which included moving $23,000 from contract labor and inserting <br />$21,000 in salaries and wages and $2,000 in Social Security /Medicare. He said this would <br />accommodate the personnel transition from a staffing agency to PEDC employment. Mr. Paris <br />also said the Board suggested an increase of $77,776.77 in the overall budget which meant they <br />would increase insurance benefits, direct business incentives to the Park Street Project, direct <br />business incentives to Potters Industries and direct business incentives to Powder Innovations. <br />A Motion to approve this item was made by Council Member Firerson and seconded by <br />Council Member Trenado. Motion carried, 7 ayes — 0 nays. <br />14. Convene into Executive Section pursuant to Section 551.087 of the Texas Government <br />Code, (1) to discuss or deliberate regarding commercial or financial information that the <br />governmental body has received from a business prospect that the governmental body <br />seeks to have locate, stay, or expand in or near the territory of the governmental body and <br />with which the governmental body is conducting economic development negotiations; or <br />(2) to deliberate the offer of a financial or other incentive to a business incentive to a <br />business prospect described by Subdivision (1) as follows: <br />Project Sun Bird <br />Project Wind Cave <br />Mayor Hashmi convened City Council into executive session at 6:30 p.m. <br />15. Reconvene into Open Session and possibly take action on those matters discussed in <br />Executive Session. <br />Mayor Hashmi reconvened City Council into open session at 6:49 p.m. He informed the <br />public that the PEDC Director updated them on two projects. <br />16. Consider and approve future events for City Council and/or City Staff pursuant to <br />Resolution No. 2004 -081. <br />
