Item No. 14 <br />memorandum <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Doug Harris, Director of Utilities <br />SUBJECT: AWARD FLOW EQ BASIN BARSCREEN PROJECT BID <br />DATE: 04/28/2017 <br />BACKGROUND: Bids for the flow equalization basin barscreen project were received and <br />publicly opened at 2:00 p.m. on 04/27/2017. <br />STATUS OF ISSUE: In lieu of a comprehensive rehabilitation project for the wastewater <br />treatment plant, we have identified individual components by priority. The addition of a <br />mechanical barscreen at the flow equalization basin was determined to produce the most <br />immediate benefits. A barscreen will benefit both the wastewater treatment plant and the lift <br />station division by removing debris from the waste stream, thus protecting pumps at the flow <br />equalization basin and the master lift station, resulting in a decrease in equipment damage and <br />maintenance labor. Harrison, Walker and Harper submitted the low bid of $966, 425.80. <br />BUDGET: Department 86 — Wastewater Treatment; 10- 0901- 86 -98; $966, 425.80 is the low bid <br />for the project; funding is distributed over three (3) budgets, fiscal years 2016, 2017 and 2018. <br />RECOMMENDATION: Approve the low bid received, awarding the project to Harrison, <br />Walker and Harper. <br />
