Regular Council Meeting <br />April 24, 2017 <br />Page 2 <br />courthouse steps. With the exception of item 11, A Motion to approve the consent agenda was <br />made by Council Member Frierson and seconded by Council Member Clifford. Motion carried, <br />7 ayes — 0 nays. <br />5. Approve minutes from the meeting on April 10, 2017. <br />6. Receive reports and/or minutes from the following boards, commissions, and committees: <br />a. Historic Preservation Commission (3 -8 -2017) <br />b. Main Street Advisory Board (3 -14 -2017) <br />c. Paris -Lamar County Health District (11 -21 -2016 & 1 -23 -2017) <br />d. Building & Standards Commission (3 -20 -2017) <br />7. Receive March monthly financial report. <br />8. Receive March drainage report. <br />9. Receive demolition and code enforcement activity reports. <br />10. Receive the Paris Economic Development Corporation 2015 -16 Comprehensive Annual <br />Financial Report. <br />11. Resolution Approving the Private Re -Sale of Multiple Tracts of Bid -Off Tax Foreclosed <br />Properties to one or more buyers, and authorizing the Mayor to execute deeds. <br />Regular Agenda <br />12. Receive update presentation from Cobb Fendley & Associates on drainage projects. <br />Ted Sugg and Matt Busby presented to City Council several alternatives with regard to <br />Big Sandy Tributaries 4 & 6. Their presentation included background information, rainfall <br />events, the FEMA model, the floodplain maps, four alternatives, as well as cost and benefits <br />associated with each of the alternatives. <br />Mayor Hashmi wanted to know how many property owners were spoken to during <br />gathering of information. Mr. Busby said he spoke to five home owners. He also said the heavy <br />rainfall Paris had was a 500 year rainfall. Mayor Hashmi asked if any of the alternatives would <br />guarantee no flooding of any homes and Mr. Busby said it would not. Following additional <br />discussion, Mayor Hashmi said the City did not have 12 million dollars and said it sounded to <br />him that the best decision would be for the City to continue to clean out the ditches and go to <br />FEMA and request they change the flood plain so that citizens would not have to purchase flood <br />insurance. Council Member Lancaster said the FEMA map she obtained from Hayter <br />Engineering looked different than what they depicted and that there were homes in her district <br />that flooded during the heavy rainfall. Mr. Sugg said the study they performed was specific to <br />the two channels. Council Member Trenado said he would like to see the cost of each phase of <br />
