• Participate in a "walking" quorum, whereby a matter is discussed by fewer than four council <br />members at one time, but over a series of meetings is discussed by a council quorum; this <br />prohibition includes personnel matters. <br />• Express a personal opinion or position and represent it as being the position or opinion of the <br />council or the city, unless authorized to do so by a majority of the council in a public vote. <br />• Have authority to expend city funds. <br />• Present materials or other information to the council unless said information is provided to the <br />entire council in advance of the meeting, or if doing so is impractical or impossible. <br />• Use the council's agenda or time for issues of a personal nature. <br />
