metropolitan areas and the following cities are lower on the list than the TEXARKANA and <br />SHERMAN areas: AUSTIN #146, EL PASO #153, and TYLER #185. <br />The auto theft rate in TEXARKANA area is 278.43 and the SHERMAN area rate is 208.02. <br />Comparing those rates to other larger metropolitan areas that made the list you have #38 <br />HOUSTON at a 382.05 rate, #57 SANANTONIO at a 317.4 rate and #79 DALLAS with a <br />268.2 rate. <br />With that being stated we certainly do not think we can impact the rate with our current <br />staffing and being based out of PARIS, but the auto thefts in PARIS show to be 45 in FY <br />2016, 25 in 2015 and 33 in 2014. Converting that to the theft rate used by NICB and dividing <br />theft by the City of Paris's Population the rates are 2014= 133.16, 2015= 100.87 and 2016 <br />= 181.58. <br />With (2) Detectives working the City of Paris auto theft, car burglaries and VTR -68A <br />inspections for our coverage area we could use at least (8) additional Detectives to make an <br />impact in the Texarkana and Sherman hot spot areas. The state has not made those funds <br />available to date not to mention the Task Force has not received any equipment since 2010 <br />from the state. <br />2.3 Describe the geographical target area intended for this application. Include information about <br />the taskforce governing and command structure. Include a description of the coverage area(s) <br />and the nature of support and agreements supporting this application. <br />The Task Force target area is going to be the City of Paris and Lamar County, with support <br />and assistance in the other counties of coverage area. Currently, we are doing VTR -68A in <br />LAMAR COUNTY and FANNIN COUNTY. Currently we have a letter of agreement with the <br />LAMAR COUNTYATTORNEY'S OFFICE. The Sheriff of Lamar County is fully supportive of <br />the Task Force as we investigate the majority of their auto theft cases. <br />The Task Force is comprised of only (2) two Detectives that are both assigned to the criminal <br />investigative division of the PARIS POLICE DEPARTMENT. Both Detectives are supervised <br />by (1) one of the (2) two Lieutenants in the criminal investigative division. The Lieutenant <br />reports to a Captain in Criminal Investigation that is supervised by the Assistant Chief of <br />Police and Chief of Police. <br />2.4 Will the program described in the application cover the community(ies) at large or will all or <br />any part of this program be directed to serve a specific target population? If No or Both, <br />please describe the problem supporting the need for a special target population. <br />The program will cover the communities at large. With limited resources; however, most of <br />the cases investigated will be from the Paris Police Department and the Lamar County <br />Sheriffs Department. The current trend in our area is that other agencies, outside of <br />Paris /Lamar County, call the Task force for assistance such as identification of burned <br />vehicles or other issues in identification of stolen vehicle such as vin swaps, vehicle clones or <br />other vehicle identification related issues. Most of the cases after the task force's <br />identification the agency that was assisted completes the investigation. <br />
