~CHRISlUS
~ Sf. JOSEPH'S
Health System

July 21, 1999

Mr. Rick Mackey
Paris District Office
Texas Department of Transportation
1365 North Main street
Paris, TX 75460-2697

Dear Mr. Mackey:

I am writing to add my support to the letters you have already received from Paris community
leaders and elected officials for the CHRISTUS St. Joseph's Health Systems proposal for
Statewide Transportation Enhancement Program funding to renovate the Red Ball Union Bus
Station. The Red Ball Union Bus Station renovation and reuse as the PrimeTime Center is among
our highest priorities.

I want you to know also, that the community of Paris is strongly committed to the project both
emotionally and fiscally. The strength oftheir commitment can be measured by the 1.1 million
dollars they have contributed toward the renovation and reuse of the Gibraltar Hotel and the Red
Ball Union Bus Station. These gifts represent a significant overmatch for the Statewide
Transportation Enhancement Program. One citizen, who felt a special fondness for the Red Ball
Union Bus Station, single-handedly secured a 60-passenger bus to add to the project. We are
fortunate to have the unparalleled support of our community, which is vital for the successful
completion of the project.

By entering into a partnership with the City of Paris, we are able to utilize private dollars to
extend services to all senior citizens of Paris and Lamar County without adding an additional tax
burden. With the addition of Statewide Transportation Enhancement dollars, we will set an
example of public/private partnerships for others to follow.

Although physically attached to the Gibraltar Hotel, the Red Ball Union Bus Station can be
completely renovated and used in isolation of the Gibraltar itself. CHRISTUS St. Joseph's
Health System has committed the resources and funds necessary to identify public and private
dollars to complete the renovation of the Gibraltar Hotel in the shortest possible time.

I hope you will call me personally at 903-737-3231 ifI can answer additional queslions.

820 Clarksville SI.
