never been dedicated as an access easement but is and meets the core definition of a fire <br />department access road. <br />The city engineer has stated that the existing ROW is 50' along Aikin Drive and Houston Street; <br />no additional thoroughfare ROW is needed. The city engineer also stated that a 5' (five foot) <br />utility easement is needed along the Houston Street frontage. The city engineer has further stated <br />that there is no floodplain on this subject property. She also stated that there are no manmade <br />and/or natural environmental constraints on this subject property, but in that regard provided this <br />statement: "Site grading shall not affect drainage of surrounding properties." There is a <br />significant drainage swale on the property to the north designed to handle local stormwater from <br />the school. <br />The public works director has stated that a utility easement will be needed along East Houston <br />and 32nd Street NE (on the street side of the property). <br />(F) Staff Comments Regarding This Recommendation: The city staff supports this rezoning <br />request for the following reasons: <br />(a) The property has been zoned PLI for many decades. Mr. House purchased this property <br />from the Calvary United Methodist Church in the early 1990's, and this property is <br />currently essentially vacant, and therefore is available for development. <br />(b) Mr. House is proposing to establish a single — family home on this site; that is compatible <br />with the Comprehensive Plan, will create a needed single family home, and will further <br />strengthen the existing SF -2 zoning and neighborhood, as well as the Future Land Use <br />Plan. <br />RECOMMENDATION: Approve a change in zoning from Public Lands and Institutions (PLI) <br />to a Single — Family Dwelling No. 2 (SF -2), on City Block 294, Lot 15, being located at 3145 E. <br />Houston Street. <br />2 <br />
