Item No. 10 <br />memorandum <br />TO: Mayor & Council <br />John Godwin, City Manager <br />FROM: Alan Efrussy, AICP, City Planning Manager <br />SUBJECT: CHANGE FROM CENTRAL AREA TO CENTRAL AREA ZONING WITH A <br />SPECIFIC USE PERMIT (AUTO DETAILING SHOP), AT 98 PINE BLUFF STREET. <br />DATE: June 6, 2017 <br />BACKGROUND: This request is to conduct a public hearing and take action regarding the <br />petition of Ben Faber for a change in zoning from a Central Area District (CA) to a Central Area <br />District (CA) with a Specific Use Permit (Automobile Detailing Shop), on City Block 40, Lot 1- <br />A, being located at 98 Pine Bluff Street. This subject property is composed of 0.2430 acres. The <br />Planning & Zoning Commission unanimously Uproved this request at its regular June 5 <br />meeting. <br />STATUS OF ISSUE: The city staff finds the following: <br />(A) General: Recently based on the request of a potential applicant, the city staff and the <br />Planning and Zoning Commission recommended, and the City Council approved, an <br />"Automobile Detailing Shop" definition, and that said use shall be permitted in the Commercial <br />(C) and Light Industrial (LI) Zoning Districts. Further, and during said public hearing process, <br />the commission requested that staff prepare a hearing that addresses allowing "Automobile <br />Detailing Shop" through the Specific Use Permit (SUP) process in the Central Area Zone. This <br />agenda memorandum therefore addresses a particular request of a certain site within the CA <br />Zone. <br />(B) Existing Land Use: This subject property includes an existing building, which the applicant <br />wishes to use for his auto detailing business. <br />(C) Proposed Land Use: The applicant desires to establish an automobile detailing shop. <br />(D) Master Park, Recreation, and Open Spaces Master Plan: Pine Bluff is part of the Sidewalks <br />Plan; this property is within a Pocket Park area; it is also within a Neighborhood Park area. <br />
