<br />Environmental Impacts of the Proposed Proieet <br /> <br />The following long and short term environmental effects were noted during the engineers study of <br />the property, <br /> <br />1. Land Uses. The property has not been utilized for any purposes other than green space <br />owned by the railroad company. The development of this park will insure for years to come <br />that public park use will prevail and open space maintained. The development of this park <br />should have no adverse effect on residential or commercial areas surrounding the park. <br /> <br />2. Fish and Wildlife. The property does not contain any stream beds or open bodies of water <br />to support fish. Improvements should not alter any existing bird nesting or squirrel habitat. <br /> <br />3. Vegetation. Geology. Soils. and Mineral Resources. Vegetation on the site is limited to <br />naturally occurring and limited urban lawn grasses such as common Bermuda grass. Soils <br />on this site are the Annona and Freestone, loamy soils with slopes of 1 to 4 percent and <br />ranging 60 to 75 inches in thickness. It has a low permeability and low pH. While the <br />surface soil is low shrink-swell, the soils below 9 inches are highly expansive and corrosive <br />to metals. It is not highly erodible. There are no known mineral resources under the <br />property and no known outstanding mineral rights. <br /> <br />This project does not require the removal of substantial trees. Likewise, grass will only be <br />disturbed in the construction of the site itself and not over the entire site. <br /> <br />4. Air and Water Quality. Water Resources/Hydrololi!v. Paris is not a non-attainment area as <br />defined by EPA. Air quality is quite good and restrictions on outdoor activities would be <br />extremely rare. The project will have little or no effect on air quality. Cook stoves used for <br />picnicking will be confined to the post mounted, narrow grill variety which limits the size <br />a fire can be built. There are no known industrial polluters nearby whose exhausts will have <br />any potential for clouding the site. The project will have no significant effect on ground <br />water in the area. The project will have very limited effect on surface water hydrology. <br /> <br />No surface will be disturbed that is not scheduled for construction. During dry, windy <br />conditions, the contractor (or City) will be required to sprinkle for dust control. The <br />specifications will call for replacement of ground cover as soon as construction allows. <br /> <br />5. Historic Archaeological and Cultural Resources. There are no known buried archaeological <br />or historic sites. There are no known structures or foundations on the site. There are no <br />known historic markers or designated dwellings or other sites within a quarter mile of the <br />site. <br /> <br />6. Transportation! Access to the Site and Within the Area. Transportation to the site will be <br />by motor vehicle, bicycle, or walking generally. There are paved roads in all directions from <br />the site. The construction of this facility will not adversely increase traffic. Concrete <br />sidewalks to the picnic facility and playground will make the site handicap accessible. There <br />is no significant public transportation in Paris which will be affected. <br />
