<br />WHEREAS, the City Council of the City of Paris did heretofore receive a request for a
<br />new 8" sanitary sewer extension for the Cope Addition along Meadowlark, Mockingbird, Cope,
<br />and Pine Mill Streets; and,
<br />
<br />WHEREAS, it is deemed necessary for the protection of the health and welfare of the
<br />above-described area for the City of Paris to extend the above-described line and act in the
<br />capacity of sponsor under the terms of Section IX of Subdivision Ordinance No. 1315 of the City
<br />of Paris with any refunds due under the pro rata charges being paid to the City of Paris water and
<br />sewer fund; and,
<br />
<br />WHEREAS, upon receipt of the above-described request, preliminary plans,
<br />specifications, and estimate of the total cost of the project were prepared and delivered to the City
<br />Manager and considered at the regular Council Meeting on the 14th day of June, 1999, and a
<br />public hearing concerning the same was set for the 12th day of July, 1999, at which time such
<br />public hearing was held; and,
<br />
<br />WHEREAS, after hearing the matters presented at the public hearing, the City Council
<br />is of the opinion that it is in the best interests of the citizens of Paris, and particularly the citizens
<br />in the vicinity of the proposed project, that the City of Paris act as sponsor for said project which
<br />is necessary for the protection of the health and welfare in this area; and,
<br />
<br />WHEREAS, such project should be known as the "Pro Rata Sanitary Sewer Extension for
<br />the Cope Addition," which has a total estimated cost of $351,972.00; and,
<br />
<br />WHEREAS, the front foot method would be inequitable, and the tributary area method
<br />described on Exhibit A attached hereto, as recommended by the staff, would be equitable; NOW,
<br />THEREFORE,

<br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, that the
<br />pro rata sanitary sewer extension for the Cope Addition along Meadowlark, Mockingbird, Cope,
<br />and Pine Mill Streets, containing approximately 8,320 linear feet of P. V.C. water main line, be,
<br />and the same is hereby, approved and shall be known as "Pro Rata Sanitary Sewer Extension for
<br />the Cope Addition"; and,
<br />
<br />BE IT FURTHER RESOLVED, that the City of Paris act as sponsor of said pro rata
<br />water main extension; and,
<br />
<br />BE IT F1JRTHER RESOLVED, that the front foot rule would not be equitable, and the
<br />tributary area method described in Exhibit A, attached hereto, is found to be equitable and is
<br />adopted as the method to be used for refunding the cost of the sewer main extension to the water
<br />and sewer fund of the City of Paris; and,
