ORDINANCE NO. 2017 -026 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING SECTIONS 7 -16 AND 7 -18 OF ARTICLE II, BUILDING CODE, <br />CHAPTER 7, BUILDINGS AND BUILDING REGULATIONS OF THE CODE OF <br />ORDINANCES OF THE CITY OF PARIS, TEXAS TO ADOPT THE 2015 <br />INTERNATIONAL BUILDING CODE, THE 2015 INTERNATINAL EXISTING <br />BUILDING CODE, 2015 INTERNATIONAL RESIDENTIAL CODE, AND THE <br />2014 NATIONAL ELECTRICAL CODE, AS AMENDED HEREIN AS THE <br />OFFICIAL BUILDING, RESIDENTIAL, EXISTING BUILDING AND <br />ELECTRICAL CODES FOR ALL CONSTRUCTION WITHIN THE CITY OF <br />PARIS, TEXAS AS REQUIRED BY STATE LAW; MAKING OTHER FINDINGS <br />AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A REPEALER <br />CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY <br />CLAUSE; AND DECLARING AN EFFECTIVE DATE. <br />WHEREAS, the City of Paris has previously adopted the 2006 International Building <br />Code, the 2006 International Existing Building Code, the 2006 International Residential <br />Code and the 2008 National Electrical Code; and <br />WHEREAS, the International Code Council has updated its uniform International <br />Codes on several occasions since that time, including in 2015; and <br />WHEREAS, new and updated building, fire, residential and electrical codes are <br />necessary to properly regulate and govern the conditions and maintenance of all property, <br />buildings and structures; by providing the standards for supplied utilities and facilities and <br />other physical things and conditions essential to ensure that structures are safe, sanitary <br />and fit for occupation and use; and the condemnation of buildings and structures unfit for <br />human occupancy and use and the demolition of such structures in the City of Paris; and, <br />WHEREAS, the City Engineer and Building Inspector hereby recommends the 2015 <br />International Building Code, the 2015 International Existing Building Code, the 2015 <br />International Residential Code and the 2014 National Electrical Code as the best uniform <br />building and electrical codes to provide uniform guidelines and regulations for all property, <br />buildings and structures by providing the standards for supplied utilities and facilities and <br />other physical things and conditions essential to ensure that structures are safe, sanitary <br />and fit for occupation and use and the condemnation of buildings and structures unfit for <br />human occupancy and use and the demolition of such structures in the City of Paris, Texas; <br />and, <br />WHEREAS, the City Council deems it to be in the best interest of the City of Paris <br />and its citizens to repeal the existing 2006 International Building Code, the 2006 <br />International Existing Building Code, the 2006 International Residential Code and the 2008 <br />National Electrical Code and to adopt the 2015 International Building Code, 2015 <br />International Existing Building Code, 2015 International Residential Code and 2014 <br />National Electrical Code as amended with local amendments as set out below. <br />
