<br />RESOLUTION NO. 99-053 <br /> <br />WHEREAS, the City Council of the City of Paris desires to develop a viable urban <br />community, induding decent housing and a suitable living environment and expanding economic <br />opportunities; principally for persons oflow/moderate income; and, <br /> <br />WHEREAS, certain conditions exist which represent a threat to public health and safety, and, <br /> <br />WHEREAS, it is necessary and in the best interests ofthe City of Paris to apply for funding <br />under the 1999 Housing Infrastructure Fund Program; NOW, THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS: <br /> <br />1. That a Texas Community Development Program application for the Housing Infrastructure <br />Fund is hereby authorized to be filed on behalf of the City of Paris with the Texas Department <br />of Housing and Community Affairs. <br /> <br />2. That the City's application be placed m competition for funding under the Housing <br />Infrastructure Fund. <br /> <br />3. That the application be for $399,500.00 of grant funds to carry out this water/sewer <br />improvements, street paving, and drainage project. <br /> <br />4. That Michael E. Malone, City Manager, be, and he is hereby, appointed as the Authorized <br />Representative of said project and is authorized and directed to execute, on behalf of the City <br />of Paris, the application for the Texas Home Investment Partnership Program Fund and to act <br />in all matters in connection with this application and the City of Paris's participation in the <br />Texas Community Development Program. <br /> <br />5. That Thomas E. Haynes, Project Coordinator, be, and he is hereby, appointed as Project <br />Director and is authorized to execute and deliver, on behalf of the City of Paris, all reports, <br />communications, assurances, and documents necessary for the completion of said project. <br /> <br />6. That W. E. Anderson, Director of Finance, be, and he is hereby, authorized and directed to <br />serve as the Financial Officer for said project and to receive and distribute funds for purposes <br />of the Texas Community Development Program. <br /> <br />7. That it further be stated that the City of Paris is waiving water and sewer tap fees, building <br />permit fees, and electrical and plumbing fees valued at $34,167.00 as an in-kind contribution <br />toward the construction activities of this water, sewer, and street improvement project. <br /> <br />8. That it further be stated that the City of Paris is accepting $232,500.00 from all utility <br />companies as in-kind contribution toward this water/sewer improvements, street paving, and <br />drainage project. <br />
