Item No. 14 memorandum TO: Mayor & City Council John Godwin, City Manager FROM: Carla Easton, PE, City Engineer SUBJECT: 2017 STREET BOND — CHURCH STREET DESIGN CONTRACT DATE: July 18, 2017 BACKGROUND: In May 2017, voters authorized a $9.5 Million bond sale for street improvements, and in July the City Council approved of a 3 -year plan to address priority projects. Church Street from Hearne to Clarksville was identified as the top priority for full street replacement. As such, professional services are needed for design, bidding and construction management. STATUS OF ISSUE: Grantham & Associates, Inc. has submitted a proposal for engineering and surveying services associated with the project, which includes approximately 3,750 linear feet of street reconstruction with concrete curb and gutter, sidewalks, and replacement of water and sewer utilities. The fee for services.is $184,545.00, and upon Council approval, would be paid from the 2017 Street Bond Fund. Design of the improvements is scheduled for completion in May 2018, in time for construction during the summer months. BUDGET: Funds are designated in the 2017 Street Bond Fund and will be available in August 2017. RECOMMENDATION: Authorize the City Manager to execute a contract for professional engineering and surveying services with Grantham & Associates, Inc. for the Church Street Reconstruction project in an amount not to exceed $200,000.00.
