Item No. 10 memorandum TO: Mayor & City Council John Godwin, City Manager FROM: Carla Easton, City Engineer SUBJECT: 2013 BOND FUND — JOHNSON WOODS DRAINAGE PROJECT REJECTION OF ALL BIDS DATE: August 8, 2017 BACKGROUND: The 2013 Bond Fund for Water and Sewer Improvements includes funding for the replacement of sanitary sewers and channel restoration along the drainage channel running from Lamar Avenue to Clark Lane, known as the Johnson Woods Drainage Project. AECOM and Hayter Engineering Inc. prepared the construction drawings and specifications. STATUS OF ISSUE: On June 27, 2017, the City hosted a bid opening for this project and only one (1) bid was received in the amount of $1,908,978.00. Upon review, it was found that the unit prices were not consistent with current similar bid prices, resulting in a total project bid that is $900,000 +/- over the anticipated project cost. The engineer of record has provided a recommendation to reject the bid. Staff will consider options for rebidding the project, or otherwise completing the work in this area, and will return to the City Council with a recommendation. BUDGET: None required for this action. RECOMMENDATION: Reject all bids for the Johnson Woods Drainage Project.
