Item No. 12 <br />memorandum <br />TO: Mayor & City Council <br />John Godwin, City Manager <br />FROM: Alan Efrussy, AICP, City Planning Manager <br />SUBJECT: CHANGE FROM SINGLE - FAMILY DWELLING DISTRICT (SF -2) TO <br />SINGLE - FAMILY DWELLING DISTRICT (SF -2) WITH A SPECIFIC USE PERMIT <br />(RECREATIONAL FACILITY - PRIVATE) AT 2815 W. CAMPBELL STREET. <br />DATE: August 8, 2017 <br />BACKGROUND: This request is to conduct a public hearing and take action regarding the <br />petition of Lawrence Thompson for a change in zoning from Single - Family Dwelling District <br />(SF -2) to a Single - Family Dwelling District (SF -2) with a Specific Use Permit (Recreational <br />Facility - Private), on Sperry's 1St Addition, Block 2, Lot North PT 1, being located at 2815 West <br />Campbell Street. The subject property is 0.1897 acres, and there is no flood plain on this <br />property. Specifically, the applicant wishes to establish a basketball court on this property. <br />STATUS OF ISSUE: At the August 7th Planning and Zoning Commission meeting, two persons <br />spoke in opposition to this request, and no one spoke in favor. The members of the commission <br />expressed several concerns regarding the functioning of the recreational activities on this <br />property, as well as public safety concerns. Because the applicant was not present, the <br />commission wanted to hear his comments in support of this request, and also to ask the applicant <br />questions. The commission therefore voted to table this item until the next commission meeting, <br />with one commissioner recommending denial. (NOTE: City staff always advises all applicants <br />to be present at both the commission and council meetings to support their requests, and to <br />answer questions. In this case, Mr. Thompson did not respond to several staff calls <br />recommending his presence at this commission meeting). <br />RECOMMENDATION: At this time, pass over this item. <br />
