Item No. 13 <br />memorandum <br />TO: Mayor & City Council <br />John Godwin, City Manager <br />FROM: Alan Efrussy, AICP, City Planning Manager <br />SUBJECT: SITE PLAN FOR LIBERTY NATIONAL BANK ON LOT 4 —B, CITY BLOCK <br />286, LOCATED AT 140 NORTH COLLEGIATE DRIVE <br />DATE: August 8, 2017 <br />BACKGROUND: This site plan is entitled "Collegiate Drive Branch Expansion, Liberty <br />National Bank ", is dated 7 July 2017, and is zoned Planned Development (PD -a). Planned <br />Development (PD) Zoning Districts require the mandatory submission of a site plan with <br />recommendation by city staff and the Planning and Zoning Commission, with approval by the <br />City Council through the public hearing process. At the August 7th commission meeting, no one <br />spoke in favor of or in opposition to this site plan request. The commission voted unanimously <br />for approval. <br />STATUS OF ISSUE: The fundamental change to the original site plan is the proposed <br />expansion of the original bank building by more than fifty (50) percent. City planning principles <br />recommend that major amendments to an approved site plan shall be approved through the <br />original PD site plan public hearing process. An expansion of a primary building by more than <br />fifty percent, as is the case herein, is considered a major amendment and therefore the city staff <br />is establishing a public hearing process for this project. <br />This expansion will be of strong business benefit to the bank organization, and will provide <br />additional banking opportunities for citizens and businesses in Paris and the surrounding county <br />areas; therefore, the city staff is in support of this expansion. <br />Staff recently met with representatives of this bank, and they are anxious to cooperate with <br />meeting city requirements. They recently also submitted this site plan reflecting building <br />expansion. In that regard, and as part of its review, staff is recommending approval of this site <br />plan conditioned upon the following: <br />1. Illustrate additional landscaping as required as per the Paris Zoning Ordinance. <br />
