AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PRQ'V,!>>.r~G THAT THE CODE OF ORDINANCES, CITY OF PARIS, BE AMENDED BY iiEVISING SUBSECTIONS (h) AND (c) OF SECTION 34-22 OF SAID CODE TO ESTABLISH WATER RATES FOR RESIDENTIAL, COMMERCIAL, AND INDUSTRIAL CUSTOMERS THAT IS BASED UPON THE COST TO SERVE EACH CLASS; BY REVISING SUBSECTION (a) OF SECTION 34-23 TO ESTABLISH A SEWER SERVICE RATE FOR CITY WATER CUSTOMERS; BY REVISING SUBSECTION (a) OF SECTION 34-28 TO ESTABLISH DEPOSITS TO ASSURE PA YMENT; PROVIDING FOR A PENALTY NOT TO EXCEED $2,000.00; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE OF JANUARY 1,2000. WHEREAS, on Ihe 25th day of October, 1999, Ihe City Council of the City of Paris, Paris, Texas, received a wnter and sewer rate study prepared by Navigant Consulting, Inc. with certain findings and proposed rale increases for water and sewer; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS: Section I. That Subsections (b) and (c) of Section 34-22 of the Code of Ordinances of the City of Paris, Paris, Texas, be, and the same are hereby, amended so that such shall read as follows: "Sec. 34-22. Water rates.
