Conduct the second public hearing on the City's proposal to increase tax revenues from the preceding tax year and to set the tax rate for 2017. 11. Discuss and authorize the City Manager to execute a contract in the amount of $274,975.50 with B. Bray Construction, Inc., for construction of the TxCDBG Dickson Orange Infrastructure Improvements Project. 12. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection permit to County Waste Collection, LLC d/b/a Trashy Business. 13. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection permit to Sanitations Solutions. 14. Discuss and act on an Ordinance Amending Section 26-1 "Composition of Department," of Chapter 26, Police, of the Code of Ordinances of the City of Paris, Texas by reducing the number of officers employed by the Paris Police Department by three; by reducing the number of Lieutenant positions from eight to seven, and by increasing the number of Sergeants from four to five; making other findings and provisions related to the subject; providing a repealer clause, a severability clause, a savings clause; and declaring an effective date. 15. Discuss and act on the fiscal year 2017-18 Annual Program of Work and Budgets for Love Civic Center and the Visitors & Convention Council. (A motion to remove this item from the table is required before deliberating.) 16. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 17.
