Item No. 11 memorandum TO: Mayor & City Council John Godwin, City Manager FROM: Carla Easton, City Engineer SUBJECT: TxCDBG DICKSON & ORANGE ST IMPROVEMENTS CONSTRUCTION CONTRACT AWARD DATE: Sept 5, 2017 BACKGROUND: In 2015, the City applied for a grant through the Texas Community Development Block Grant Program — Community Development Fund (TxCDBG — CD), administered by the Texas Department of Agriculture for the replacement of water lines, sewer lines and street repair on Dickson Street from 91h NW to 11th NW, and also a sewer line replacement along Orange St. The City has been awarded this grant for the 2016-17 budget year, providing $275,000 toward plan development and construction of the proposed improvements. Birkoff, Hendricks & Carter completed the construction drawings for the project. STATUS OF ISSUE: Bidding documents were prepared with a base bid for all sewer improvements on Dickson and Orange Streets, additive alternate #1 for waterline improvements on Dickson Street, and additive alternate #2 for street paving on Dickson Street. On August 31, 2017, three bids were received for the project and B Bray Construction submitted the apparent low bid in the amount of $274,975.50. The bids were reviewed and references checked in accordance with the contract documents, and the engineer of record has submitted a recommendation of contract award to B. Bray Construction Co. Inc. The contract documents require this project to be completed within 120 calendar days after issuance of the notice to proceed. Construction is anticipated to begin in October.
