RESOLUTION NO. 2000-174 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, AUTHORIZING THE EXECUTION OF A PURCHASE ORDER FOR THE AFIX TRACKER SYSTEM FOR THE PARIS POLICE DEPARTMENT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the Paris Police Department is in need of purchasing an automated fingerprint identification system; and, WHEREAS, Section 252.022(a)(7)(A) of the Local Government Code exempts from the requirement for competitive bidding a procurement of "items that are available from only one source because of patents, copyrights, secret processes, or natural monopolies"; and, WHEREAS, The Phoemx Group, Inc_ is the sole source provider of the AFIX Tracking System, and it is deemed appropriate that the City of Paris purchase such system from The Phoenix Group, Inc. without the requirement for competitive bidding; and, WHEREAS, it is further deemed appropriate that the City Manager be authorized to execute a purchase order for said AFIX Tracker System, which includes the software, equipment, support, database, and installation and training, for a total purchase price of $24,125.00; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the City Manager be, and he is hereby, authorized and directed to execute, on behalf of the City of Paris, a purchase order for the AFIX Tracker System, which includes the software, equipment, support, database, and installation and training, for a total purchase price of $24,125,00.
