<br />City of Paris <br /> <br />Lake Crook Master Plan Proposal <br /> <br />Pa~e 2 <br /> <br />7) <br /> <br />8) <br /> <br />9) <br /> <br />10) <br /> <br />Develop the following map exhibits: property ownership; water and other utilities; <br />wetlands,' flood plains and any other federally or state designated conservation areas <br />deserving special attention; current land use map; proposed land use map; proposed <br />phased development map showing ultimate land uses on the lake, <br /> <br />Develop model regulations concerning land use and development along the shoreline. <br /> <br />Investigate and discuss in the plan the development of an application to Texas Parks & <br />Wildlife for grants-in-aid of construction. <br /> <br />Develop site specific land plans in color showing one or more alternative plans of <br />developing land for various land uses. Show street patterns, out-parcels, commercial <br />tracts or residential developments depending on the findings of the public meetings and <br />comments. <br /> <br />11) <br /> <br />Develop site specific recommendations and plans for the preservation of certain <br />lands, development of public recreational facilities, and possible connection of the <br />lake to the city with greenbelt conidors and/or trail systems. <br /> <br />12) <br /> <br />Develop data and discuss in the plan the economic impact of developing the lake <br />property including concessionaires, property sales, day camping and overnight camping, <br />or other similar direct economic benefits. Make regional studies to determine the extent <br />and nature of competing facilities, <br /> <br />'" <br /> <br />13) We would prepare a bound report of our findings together with color photos and <br />maps furnishing you first with ten draft copies for comment (and perhaps a public hearing <br />would be in order here to prevent the draft findings) and then twenty copies of the <br />completed final report. The final report would also be delivered on compact disk or other <br />.- computer media including all maps and exhibits, We will be happy to present the final <br />report to the City Council in a regular meeting or workshop. <br /> <br />Obviously, the city's first concern should be the protection and preservation of this enormous <br />asset as the city grows and development begins to take place along the approaches to the lake, <br />The preservation of sanitary control zones and environmentally sensitive areas will be paramount. <br />The creation of a master plan will allow the city to regulate development by both the city itself <br />and for-profit developers. <br /> <br />We easily see this study taking more than 300 man-hours not counting the cost of reproduction of <br />the reports, We therefore propose a fixed fee for the above work of TWENTY TWO <br />THOUSAND FIVE HUNDRED AND NO/IOO DOLLARS ($22,500.00) which would be full <br />compensation for travel, meetings, document reproduction, study hours, and postage required to <br /> <br />www.brannoncolp.eom <br />
