Special Council Meeting <br />September 18, 2017 <br />Page 2 <br />A REPEALER CLAUSE; A SEVERABILITY CLAUSE, A SAVINGS CLAUSE; AND <br />PROVIDING AN EFFECTIVE DATE. <br />Mr. Anderson said the budget had been discussed over the last several months, the two <br />required public hearings were conducted and this was the ordinance adopting the budget. <br />A Motion to approve this item was made by Mayor Clifford and seconded by Council <br />Member Drake. Motion carried, 6 ayes — 0 nays. <br />4. Discuss and ratify the property tax increase reflected in the budget as required by Local <br />Government Code Section 102.007(c) <br />Mr. Anderson said State Law required the City Council to take a separate vote to ratify <br />the property tax increase reflected in the 2017-18 Budget. <br />A Motion to ratify the property tax increase was made by Mayor Clifford and seconded <br />by Council Member Trenado. Motion carried, 6 ayes — 0 nays. <br />5. Discuss and act on ORDINANCE NO. 2017-039: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, FIXING THE TAX RATE AND THE <br />TAX LEVY AND LEVYING AD VALOREM TAXES FOR THE CITY OF PARIS <br />FOR THE CALENDAR YEAR 2017 UPON ALL TAXABLE PROPERTY WITHIN <br />THE CITY OF PARIS IN CONFORMITY WITH THE CHARTER PROVISIONS AND <br />ORDINANCES OF THE CITY; MAKING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; REPEALING ALL ORDINANCES OR PARTS OF <br />ORDINANCES IN CONFLICT HEREWITH; PROVIDING A SAVINGS CLAUSE; <br />PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE <br />DATE. <br />Mr. Anderson explained that each year the City Council must adopt a property tax rate <br />sufficient to fund the city budget as adopted by the Council. <br />A Motion to approve this item was made by Mayor Clifford and seconded by Council <br />Member Knox. Motion carried, 6 ayes — 0 nays. <br />6.
