Regular Council Meeting <br />October 9, 2017 <br />Page 3 <br />AS HERETOFORE AMENDED, SO AS TO REZONE LOTS 1-7, CITY BLOCK 274 <br />AND LOTS 5-12, BLOCK 10 OF THE FAIRWAY ADDITION BEING LOCATED AT <br />222, 232 AND 254 EAST HICKORY STREET, IN THE CITY OF PARIS, LAMAR <br />COUNTY, TEXAS, FROM A COMMERCIAL DISTRICT (C) TO A LIGHT <br />INDUSTRIAL DISTRICT (LI) WITH A SPECIFIC USE PERMIT (SUP) FOR A FLEA <br />MARKET; DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL ZONING <br />MAP OF THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY <br />CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN <br />EFFECTIVE DATE. <br />Mr. Efrussy said this zoning change was requested to allow for a flea market. He said <br />Planning & Zoning Commission and staff recommended approval. Mr. Efrussy also said that <br />Holland Harper would be giving the City Council a presentation and would answer any <br />questions. Mr. Harper said their family had owned this property since 1930 and that Johnnie Lee <br />approached them about three months ago with the idea of Hickory Street Emporium. He said <br />Mr. Lee was in the marketing management business for Coca-Cola Distribution, and that Mr. <br />Lee would be the operator and the lease would be for one year. Mr. Harper depicted slides <br />reflecting the plans. <br />Council Member Portugal inquired about improvements to the property. Mr. Harper said <br />the goal was a clean, nice and appropriate place for families. Council Member Portugal inquired <br />how the neighboring church felt. Johnnie Lee told the Council the whole concept was about <br />creating a nice family atmosphere and he had spoken to the church pastor, who plans to be the <br />first person to use the foyer of the Hickory Street Emporium for fundraising. He explained the <br />planned setup, as well as having food trucks located at the facility. He said he spoke with Rita <br />Haynes of the Red River Valley Fair, who offered over -flow parking for the emporium. Mr. Lee <br />said there would be no tents, structures or trash. He also said days of operation would be <br />Thursday through Sunday or Tuesday through Sunday, with closing set for one hour prior to <br />dark. Council Member Knox said she thought this would be great for the community, as did <br />Council Member Trenado and Mayor Clifford. <br />Mayor Clifford opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this item, to please come forward. With no one speaking, Mayor <br />Clifford closed the public hearing. <br />A Motion to approve this item was made by Mayor Clifford and seconded by Council <br />Members Drake, Knox and Portugal. Motion carried, 7 ayes — 0 nays. <br />11. Conduct a public hearing, discuss and act on an Ordinance considering the petition of <br />Eddy Thomas for a change in zoning from a Single Family Dwelling District No. 2 (SF - <br />2) to a Commercial District (C), on Lots 7-A and part of 8, City Block 331, being located <br />at 3787 N.W. Loop 286. <br />Mayor Clifford explained that this item was tabled at the Planning and Zoning <br />Commission. Mr. Efrussy asked that the item be opened for public hearing and left opened to <br />
