MINUTES OF THE SPECIAL CITY COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />October 16, 2017 <br />The City Council of the City of Paris met for a workshop session at 5:30 p.m. on <br />Monday, October 16, 2017, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. <br />Present: Mayor: Steven Clifford <br />Council Members: Billie Lancaster; Aaron Jenkins; Billy Trenado; <br />Linda Knox; Cleonne Drake; and Paula Portugal <br />City Staff: John Godwin, City Manager; Stephanie Harris, City <br />Attorney; Janice Ellis, City Clerk; Larry Wright, <br />Fire Chief; Robert Talley, Code Enforcement <br />Supervisor; and Nicki Brown, Code Enforcement <br />Officer <br />1. Call meeting to order. <br />Mayor Clifford called the meeting to order at 5:30 p.m. <br />2. Discuss and act on RESOLUTION NO. 2017-034: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, CASTING ALL OF THE CITY OF <br />PARIS' 627 VOTES FOR KEN KOHLS FOR MEMBERSHIP ON THE 2018-19 <br />BOARD OF DIRECTORS OF THE LAMAR COUNTY APPRAISAL DISTRICT; <br />MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; <br />AND DECLARING AN EFFECTIVE DATE. <br />A Motion to remove this item from the table was made by Council Member Lancaster <br />and seconded by Mayor Clifford. Motion carried, 7 ayes — 0 nays. Mayor Clifford nominated <br />Wendell Moore; Council Member Trenado nominated Brady Fisher; and Council Member <br />Portugal nominated Ken Kohls. Mayor Clifford called for a vote on each nomination and with <br />no one receiving a majority of votes, Mayor Clifford asked how Council how they wished to <br />proceed. Council Member Portugal nominated Ken Kohls and Mayor Clifford called for a vote. <br />Ken Kohls received four votes, making him eligible to be considered for membership on the <br />2018-19 Board of Directors of the Lamar County Appraisal District. <br />3. Discuss city code enforcement operations, requirements, funding, and opportunities. <br />Code enforcement supervisor Robert Talley and code enforcement officer Nicki Brown <br />gave a presentation to City Council on code enforcement operations, which included code <br />enforcement staffing, their focus, how code cases worked, violations that are not corrected, <br />responsibilities of the abatement crew, and statistics. Mr. Talley and City Manager John Godwin <br />answered questions from City Council. <br />
