Discuss and act on RESOLUTION NO. 2017-035: A. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS APPROVING AND AUTHORIZING AN ADDENDUM TCS TAX ABATEMENT AGREEMENT DATED FEBRUARY 25, 2013 WITH CAMPBELL SOUP SUPPLYY COMPANY, LLC REI..,ATING TO THE COMPANY'S SINGLE SERVE BEVERAGE LINE; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. City Attorney Stephanie Harris said Brett Dunson from Campbell Soup would be giving a presentation on items 10, 11 and 12. Site leader Brett Dunson explained the alurninum single serve beverage line was installed in 2013 and consurner demand had changed, thus at this time they were in default of the 2013 tax abaternent agreement. Mr. Dunson explained they would be replacing that line with the new Plum Organics Line, Mr. Dunson said Campbell was asking that the City amend the 2013 tax abatement agreement, close it out without penalty and grant a tax abatement agreement for their new line. Mayor Clifford inquired about the 41 employees that would be laid off. Mr. Dunson said less than one-third was still were working and others would have the right to re -call when the new line starts up, and would retain their seniority. Mayor Clifford confirmed with Mr. Dunson the amendments to the contract with Campbell Soup were related to the creation of 50 new jobs and they had created 41 jobs. Mayor Clifford also confin-ned the abatement was for 7 years and they were in year 4, Council Member Drake said she hated to see this happen but was glad Campbell was going, to invest in the Paris Plant. Council Member Portugal inquired of Mr. Dunson if the local plant had to compete with her plants. Mr. Dunson said they did and an important factor was cost so anything the City could do to offset costs was helpful. Council Member Portugal confirrned with Mr, Dunson that the incentive from PEDC was of benefit. A Motion to approve this iteni was made by Council Member Drake and seconded by Council Member Portugal. Motion carried, 6 ayes --- 0 nays. 11. Discuss and act on RESOLUTION NO. 2017-036, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS APPROVING AND AUTHORIZING AN AGREEMENT TO TERMINATE TAX ABATEMENT AGREEMENT DATED FEBRUARY 25, 2013 BETWEEN THE CITY OF PARIS AND CAMPBELL SOUP SUPPLY COMPANY, LLC; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE.
