CITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in special session at 9:00 a.m. on Saturday, December 9, 2017. The meeting will be held in the Gallery, at the Paris, Public Library, 326 S. Main Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: 1. Call meeting to order. 2. Convene into Executive Session pursuant to Section 551.087 of the Texas Government Code, (1) to discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; or (2) to deliberate the offer ofa financial or other incentive to a business prospect described by Subdivision (1), as follows: Project Orange Fire. 3. Reconvene into Open Session and possibly take action on those matters discussed in Executive Session. 4. Discuss roles and responsibilities of City Council. 5. Discuss residential maintenance and redevelopment, including an ordinance for fire and safety inspections of rental property, 6. Discuss downtown redevelopment and possible new ordinances, 7. Review and discuss the street bond projects; the budget for street repairs; street projects completed by citystaff, and equipment needs. 8. Review and discuss utility projects, and plan for future projects. 9. Review and discuss maintenance of drainage facilities, 10. Review and discuss update of the Operating and other Plans for the City of Paris. 11. Discuss possibly outsourcing certain positions, particularly seasonal jobs. 12. Discuss curbside recycling. 13.
