Discuss and act on ORDINANCE NO. 2017-048: AN ORDINANCE AMENDING ARTICLE XI OF CHAPTER TWO, SECTIONS 2-551, OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS TO PROVIDE FOR THE EXPANSION OF THE MUNICIPAL BAND COMMISSION FROM FIVE (5) MEMBERS TO SIX (6) MEMBERS, ONE OF WHOM IS THE BAND DIRECTOR; TO PROVIDE THAT THE BAND DIRECTOR SHOULD SERVE WITHOUT A TERM LIMIT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES ON CONFLICT HEREWITH; PROVIDING AN EFFECTIVE DATE. Council Member Drake said she was the band liaison and they had requested the addition of one new member, who would be required to be an active band member. She said the other change they requested was that the band director serve without term limits, and in an ex -officio position. A Motion to approve this item was made by Mayor Clifford and seconded by Council Member Portugal Motion carried, 6 ayes — 0 nays. 18. Discuss and provide direction to city staff on an application for disannexation of property filed by Case and Ashley Johnson. City Attorney Stephanie Harris said after she wrote this memo, two more disannexation requests were filed from the same area. She recommended tabling this item and considering all three together. A Motion to table this item was made by Council Member Drake and seconded by Mayor Clifford. Motion carried, 6 ayes — 0 nays. 19. Convene into Executive Session pursuant to Section 551.087 of the Texas Government Code, (1) to discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; or (2) to deliberate the offer of a financial or other incentive to a business prospect described by Subdivision (1), as follows: Project Orange Fire. Mayor Clifford convened City Council into executive session at 6:11 p.m. 20. Reconvene into Open Session and possibly take action on those matters discussed in the Executive Session. Mayor Clifford reconvened City Council into open session at 6:47 p.m. and said Council had discussed a business prospect and incentives.
