Discuss, conduct a public hearing, and act on an Ordinance regarding the petition of the City of Paris, Texas, to amend Zoning Ordinance No. 1710 by creating the Specific Use Pen -nit (SUP) process within the Commercial (C) Zoning, District to allow the sale and rental of trailers. Discuss, conduct a public hearing, and act on ORDINANCE NO. 2017-050AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, AS HERETOFORE AMENDED, SO AS 'TO REZONE LOT 5, BLOCK A, FINAL PLAT, WYNN WOOD ADDITION, BEING LOCATED AT 860 SOUTH COLLEGIATE DRIVE, IN THE CITY OF PARIS, LAMAR COUNTY, TEXAS, FROM A TWO-FAMILY DWELLING DISTRICT (2F) TO A MULTI -FAMILY DWELLING DISTRICT NO, I (MF -1); DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. Mr. Efrussy explained that applicant Rick Casey requested a zoning change from a Two - Family Dwelling to a Multi -Family Dwelling District for a triplex unit. He said the Planning and Zoning Commission unanimously recommended approval of this request and staff recommended denial. He further referenced the existing land use, existing zoning and Future Land Use Plan and said staff believed that by approving this rezoning it would be a spot zoning decision. Mr. Efrussy expressed a concern that later down the road, someone might try to put an apartment complex there if they amended the zoning. He said there was not a use in the zoning ordinance for a triplex, Mayor Clifford and Council Member Knox inquired if this could be done with a SUP. Mr. Efrussy said they would have to amend the zoning ordinance.
