A. Two individuals spoke in favor, <br />Renee Haivey, 4125 Smallwood Road, Paris, "Texas, spoke in favor of the petition. <br />Ms. Harvey stated she represents the property owner Eddy Thomas. Mr. 'Thomas <br />purchased the old Boy Scouts building located at 3787 NW Loop 286 under the <br />impression that it was zoned commercial. Ms. Harvey further stated that Mr. <br />Thomas has already lost a buyer due to the property not being zoned properly and <br />this is why they are requesting the zoning change. Ms. Harvey stated that they field <br />a meeting with the neighborhood on November 15, 2017 to hear concerns and <br />address misinformation, Ms, 1-.1arvey further stated they are requesting a Planned <br />Development Zoning with a mixed use for two areas. Area I would allow all uses in <br />the Zoning Ordinance Tables 8-101 through 8-108 in Planned Development. Area <br />2 would allow all uses in the Zoning Ordinance 'Tables 8-101 through 8-108 in <br />Planned Development except the following: Residential, Convenience Store, <br />Drive -In Theatre, Fast Food. Restaurant with Pull Up parking w/extended hours, <br />Bowling Alley, Microbrewery, OfT Premises Consumption of Alcohol Beverages, <br />Package Store, Wrecking/ Salvage yard, Auto Fuel Sales, Distillery, Railroad or <br />Bus Passenger Station and Freight. Ms. Harvey ftirther stated that she hopes the <br />commission will consider approving the zoning change, <br />AW Clem, with The Moore Law Firm of Paris, Texas spoke in favor of the petition. <br />Mr. Clem stated that lie met with Mr. 'Thomas to discuss the proposed change in <br />zoning. Ile stated this property could be a nice development for the West side of <br />Paris. Mr. Clem had some questions about the list of uses proposed. Alan EfrUSSY, <br />Planning Manager explained the proposed uses. Mr. Clem hopes the board will <br />consider the petition. <br />B. 'Two, individuals spoke in opposition. <br />Caroline Nicholson, 3525 W,, I fouston Street, Paris, Texas spoke in opposition of <br />the petition. Ms. Nicholson stated she has lived at this property for 45 years and it <br />has always been a quiet and safe neighborhood. Ms. Nicholson further stated she <br />,did not want to see any apartments or multi -use businesses in this area. <br />Harlen Kanagy, 3635 W, HOUSt011 Street, Paris, 'Texas spoke in opposition of the <br />petition, Mr. Kanagy stated he has small children. that play there and he likes the <br />small COMMUnity. Mr. Kanagy has concerns about safety if this is approved. <br />Public hearing was declared closed. <br />
