<br />The Paris - Lamar County Board of Health held a regular meeting at 5:30 p.m, on Monday, June 191h

<br />Board members in attendance were Mr, Bill Collins, Dr. Rick Erickson, Dr. Mark Gibbons and Dr. Marc White., Others in
<br />attendance were Mr. Nathan "Jim" Bell, Mr. Michael Glat, Mrs, Gina Prestridge, and Ms. Cheryl King. Not in attendance were
<br />Dr. Robert White,, Mrs. Nancy Stallings and the vacant position of Mrs, Sharmila Franklin,
<br />Mr. Collins called the meeting to order in open session at 5:35 p.m.
<br />Dr, Erickson made, the motion to approve minutes from prior meetings and was seconded by Dr. Gibbons. All approved.
<br />Mr. Glat addressed the board about his concerns regarding the number of critical surgeries being put on hold, complications
<br />from surgeries, and number of unexplained deaths at Paris Regional Medical Center. Also, he stated his concerns with in -front
<br />and out -back charges, and registered nurses, being hired that are not certified for the State of Texas, Mr. Glat also stated that
<br />there is a Federal lawsuit in Sherman, Texas against PRMC by the family of a man that had back surgery and the autopsy
<br />state that items were left inside the man's body and the surgery, was done against his wishes. Mrs. Pre,stridige and Mr. Collins
<br />advised we are not affiliated with the Paris Regional Medical Center nor have any authority with them. Advised he may want to
<br />address the hospital board members and not the members of the Paris -Lamar County Health Board members,
<br />Mr. Nathan "Jim" Bell IV, addressed the board about the swimming pool regulations that were passed by the PLCH'D board
<br />members, Mr. Bell advised that hotel pools and apartment pools are both classified in Class C. Mr. Bell advised that hotels
<br />have maintenance and/or personnel on staff 24 hours day and apartments, especially with less than 100 units, do not. He
<br />thinks it is hard to meet the adopted guidelines,. Land line phone can be tied into the office phone and will only call 9-1-1. Daily
<br />testing of water is too expensive and three times a week is plenty. Cost of staff, testing of water, and a few of the other
<br />regulations are costing him what one apartment rents for a month. Mr. Bell wants to know if the PLCHD board can change the
<br />state mandated swimming pool regulations. Temporary permits have been issued and given 90 days to comply with the
<br />requirements listed on the inspections. Law states that an emergency phone has to be within 200 feet of the pool, spa, or
<br />facility. They have the option to put the phone on the inside or the outside of the gate. You are allowed to get a deactivated
<br />cell phone but it must have, a GPS tracker installed for 91 1/medical reasons, Ph levels can change daily, for example: due to
<br />excess rain or urination in the pool', so Ph, levels must be checked daily while pool is open and in use, according to State law,
<br />Hot tubs must be checked year round. Mr, Bell has two pools, one located at Tanglewood Apartment (51 units) and at Bell
<br />Crest Apartments (56 units), Mr. Bell currently uses Roger Stricklandbut not licensed in the State of Texas. Mr. Collins
<br />advised that he was, not sure if the PLC�HD board members have the authority to change the regulations. Definition of a Class
<br />C pools are the following, however residential pools in someone's back yard are the only pool that is exempt from inspections.
<br />Class C polo] is any pool operated for or in conjunction with lodging, hotels, motels, apartments, condos, mobile home parks,
<br />property owners or associations, private organizations and or clubs, schools, colleges, and/or universities are all subject to an
<br />inspection. Section 265-182 stated that complex managers, iproperty owners, association managers, rental owners are,
<br />responsible for complying with state and local maintenance standards and laws, Training courses are offered in Tyler, Texas
<br />for $165.00 a person to train someone to be able to test the water,
