Discuss, conduct a public hearing, and act on ORDINANCE NO. 2017-050: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF' THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE LOT 5, BLOCK A, FINAL <br />PLAT, WYNNWOOD ADDITION, BEING LOCATED AT 8601 SOUTH <br />COLLEGIATE DRIVE, IN THE CITY OF PARIS, LAMAR COUNTY, TEXAS, <br />FROM A TWO-FAMILY DWELLING DISTRICT (217) TO A MULTI -FAMILY <br />DWELLING DISTRICT NO. I (MF -1); DIRECTING A CHANGE ACCORDINGLY <br />IN THE OFFICIAL ZONING MAP OF THE CITY; PROVIDING A REPEALER <br />CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY <br />CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Mr. Efrussy explained that applicant Rick Casey requested a zoning change from a Two - <br />Family Dwelling to a Multi -Family Dwelling District for a triplex unit. He said the Planning and <br />Zoning Commission unanimously recommended approval of this request and staff recommended <br />denial. He further referenced the existing land use, existing zoning and Future Land Use Plan <br />and said staff believed that by approving this rezoning it would be a spot zoning decision. Mr. <br />EfTussy expressed a concern that later down the road, someone might try to put an apartment <br />complex there if they amended the zoning. He said there was not a use in. the zoning ordinance <br />for a triplex. Mayor Clifford and Council Member Knox inquired if this could be done with a <br />SUP.
