<br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
<br />PARIS, TEXAS, APPROVING AND AUTHORIZING THE EXECUTION OF
<br />AN ADVANCE FUNDING AGREEMENT FOR STANDARD
<br />TRANSPORTATION IMPROVEMENT PROJECTS (ON-SYSTEM) WITH
<br />TXDOT FOR UPGRADING TRAFFIC SIGNALS AT THE FOUR
<br />INTERSECTIONS OF BU 82 H AND BU 271 B ON THE PARIS SQUARE AS
<br />PART OF THE DOWNTOWN STREETSCAPE PROJECT, "STATEWIDE
<br />TRANSPORTATION ENHANCEMENT PROGRAM" GRANT NO. CSJ-
<br />0901-29-017, PROJECT STP 2000 (615) TE; MAKING OTHER FINDINGS
<br />AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN
<br />EFFECTIVE DATE.
<br />
<br />WHEREAS, the City Council of the City of Paris did heretofore, on the 5th day of
<br />August, 1999, in Resolution No. 99-100, authorize an application to be made to the Texas
<br />Department of Transportation for the Statewide Transportation Enhancement Program grant; and,
<br />
<br />WHEREAS, the City Council of the City of Paris did heretofore, on the 12th day of June,
<br />2000, in Resolution No. 2000-073, accept the Grant Award entitled "Statewide Transportation
<br />Enhancement Program" Grant No. CSJ-0901-29-017, Project STP 2000 (615) TE, in the total
<br />amount of $805,920.00, requiring matching contribution of $201,480.00; and,
<br />
<br />WHEREAS, the City Council of the City of Paris did heretofore, on the 9th day of July,
<br />select Hayter Engineering to provide professional engineering/design services for the Downtown
<br />StreetScape Project, "Statewide Transportation Enhancement Program" Grant No. CSJ -0901-29-
<br />017, Project STP 2000 (615) TE; and,
<br />
<br />WHEREAS, the City Council of the City of Paris did heretofore, on the 13th day of
<br />August, 2001, in Resolution No. 2001-122, approve an Agreement for Professional Services with
<br />Hayter Engineering for professional engineering/design services related to the Downtown
<br />StreetScape Project; and,
<br />
<br />WHEREAS, as part of said Downtown Streetscape Project, the City of Paris has requested
<br />that TxDOT allow the City to paint the color black four galvanized steel traffic poles, the
<br />crosswalk poles, the traffic signal heads, and the illumination heads on the downtown square; and,
<br />
<br />WHEREAS, in order to have such devices black in color, which match the decor and color
<br />scheme for the Downtown Streetscape Project, and at the same time satisfy TxDOT requirements,
<br />the devices must be factory coated at the time of manufacture and at the sole cost of the City; and,
<br />
<br />WHEREAS, to allow the City to obtain these traffic devices with the desired finish,
<br />TxDOT requires approval by formal resolution of the City Council of an Advance Funding
<br />Agreement committing the City to defray the costs of said devices in the amount of $5,427.00;
