Regular Council Meeting January 22, 2018 Page 4 Planning Director Alan Efrussy said Eddy Thornas requested a change from Single Family Dwelling to Commercial zoning and subsequently changed the request to a Mixed Use Planned Development District. Mr. Efrussy also said this request was tabled by the Planning and Zoning Commission at three different meetings and at their January 2 meeting, the Commission voted 5-1 to recommend denial, Mayor Clifford inquired about the different uses should Council approve this request for zoning. Mr. Efrussy said there were rnany uses. Mayor Clifford confirmed with Mr. Efrussy there was no way that the residents could know what was going in at the location if the zoning was approved. Mayor Clifford opened the public hearing and asked for anyone wishing to speak in support or opposition of this zoning change request, to please come forward, James Belcher, 444-5t" I.E., spoke in opposition. Rene Havey, 4125 Smallwood, spoke in support of the zoning change. She said she represented Eddy Thomas and the Lamar County Appraisal District identified the property as commercial but the City had it zoned for single farnily residences. She said they did not know what the end use was going to be, but were currently marketing the property, Ms. Harvey said the current zoning of single family was not appropriate and asked that the Council consider changing the zoning to allow for planned development with restrictions. Carolyn Nicholson, 3535 W. Houston, said she: had lived there, for 45 years and did not want to see commercial business there, because it would disrupt their nice quiet neighborhood. dickey Oliver, 3640 W. Houston, said she had lived there 39 years and she was opposed to the zoning change. Larry McDowell, 3420 W. Houston, he said he purchased property there in March and was told the property around him was zoned single family. Rickey Oliver, 3640 W. Houston, said they did not know what the buyer would do with the property and opposed the zoning change. Mary Epperson, 3715 Houston, said she had lived there since 2003 and opposed the zoning change. Mayor Clifford said he was for development but he was going to agree with the Planning and Zoning Commission. He also said if the residents knew what was going to go in at this location, they might not oppose it. Council Member Portugal inquired how long would it be before they knew what was going to go in at this location. Ms. Harvey said she did not have an answer for therm. A Motion to deny the zoning change was made by Mayor Clifford and seconded by Council Member Drake. Motion carried, 6 ayes — I nay, with Council Member Trenado casting the dissenting vote. 18,, Receive presentation from Main Street Advisory Board about completed improvements downtown and a 2018 plan of work, City Council received a presentation from the Main Street Advisory Board outlining completion of downtown improvements, activities downtown, fundraising efforts, grants, and their 2018 plan of work. Main Street Director Cheri Bedford emphasized the improvements and downtown activities would not be possible without the countless, hours, of this board and other volunteers.
