Regular Council Meeting <br />January 22, 2018 <br />Page 4 <br />Planning Director Alan Efrussy said Eddy Thornas requested a change from Single <br />Family Dwelling to Commercial zoning and subsequently changed the request to a Mixed Use <br />Planned Development District. Mr. Efrussy also said this request was tabled by the Planning and <br />Zoning Commission at three different meetings and at their January 2 meeting, the Commission <br />voted 5-1 to recommend denial, Mayor Clifford inquired about the different uses should Council <br />approve this request for zoning. Mr. Efrussy said there were rnany uses. Mayor Clifford <br />confirmed with Mr. Efrussy there was no way that the residents could know what was going in at <br />the location if the zoning was approved. <br />Mayor Clifford opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this zoning change request, to please come forward, James Belcher, <br />444-5t" I.E., spoke in opposition. Rene Havey, 4125 Smallwood, spoke in support of the zoning <br />change. She said she represented Eddy Thomas and the Lamar County Appraisal District <br />identified the property as commercial but the City had it zoned for single farnily residences. She <br />said they did not know what the end use was going to be, but were currently marketing the <br />property, Ms. Harvey said the current zoning of single family was not appropriate and asked that <br />the Council consider changing the zoning to allow for planned development with restrictions. <br />Carolyn Nicholson, 3535 W. Houston, said she: had lived there, for 45 years and did not want to <br />see commercial business there, because it would disrupt their nice quiet neighborhood. dickey <br />Oliver, 3640 W. Houston, said she had lived there 39 years and she was opposed to the zoning <br />change. Larry McDowell, 3420 W. Houston, he said he purchased property there in March and <br />was told the property around him was zoned single family. Rickey Oliver, 3640 W. Houston, <br />said they did not know what the buyer would do with the property and opposed the zoning <br />change. Mary Epperson, 3715 Houston, said she had lived there since 2003 and opposed the <br />zoning change. <br />Mayor Clifford said he was for development but he was going to agree with the Planning <br />and Zoning Commission. He also said if the residents knew what was going to go in at this <br />location, they might not oppose it. Council Member Portugal inquired how long would it be <br />before they knew what was going to go in at this location. Ms. Harvey said she did not have an <br />answer for therm. <br />A Motion to deny the zoning change was made by Mayor Clifford and seconded by <br />Council Member Drake. Motion carried, 6 ayes — I nay, with Council Member Trenado casting <br />the dissenting vote. <br />18,, Receive presentation from Main Street Advisory Board about completed improvements <br />downtown and a 2018 plan of work, <br />City Council received a presentation from the Main Street Advisory Board outlining <br />completion of downtown improvements, activities downtown, fundraising efforts, grants, and <br />their 2018 plan of work. Main Street Director Cheri Bedford emphasized the improvements and <br />downtown activities would not be possible without the countless, hours, of this board and other <br />volunteers. <br />
