Mr. <br />Hamill reminded everyone that the political side of this will need to be addressed. Mr. Paris suggested <br />having a couple of public sessions. Mr. Hughes asked about making the restrooms more accessible to <br />our office. Ms. Brownfield saw blueprints showing plans for two bathrooms in our office space, We <br />looked into tuming the file room into a bathroom. Mr. Paris told us the Historical Society has <br />conditions to follow in order to do renovations. The discussion ended with the PEDC looking at all its <br />options. <br />Discuss and possibly approve an Economic Impact Study beginningZ in 1993 to present dgy. <br />Mr. Paris said that during to election we found that projects from the beginning of the PEDC had not <br />been researched to show the impact the PEDC has had on the City of Paris. We would like to start at <br />1993 going through 2017. Frisco just completed a study from when they began to see the overall <br />impact of their economic development and have been using a template of the study to show the current <br />impact on a yearly basis. A study for the PEDC would be used to report to the citizens of Paris how <br />their tax dollars are used and the impact to Paris. The first prospect suggested to do an impact study is <br />Insight Research Corporation who has done work for both Frisco and Alliance Airport. The packet has <br />a list of clients Insight Research has worked with. Elizabeth Morris is the CEO and Chief Economist <br />for the fin -n. The second prospect is Impact DataSource from Austin. A principal of the company is <br />Jerry Walker, Economist, This group was offered to us by Oncor to do the economic impact of <br />American SpiralWeld we submitted to the Texas Enterprise Fund. Mr. Paris would recommend Insight <br />Research; either company would do a good job. Mr. Manning asked if this could be used to show the <br />public what impact we have on a yearly basis in terms of jobs and money, Mr. Paris answered that it <br />could. There are three Cost Elements: 1. the EDCs impact since 1993; 2. the 2017 impact which <br />would have a template to use in the coming years; 3. a Project template that shows the value of the <br />project in relation to jobs and incentives. An impact study would give us a bar to work with. Mr. Paris <br />asked the Board if he could talk to Insight Research about the costs and negotiate with thern. The <br />Board would like to have a formal presentation at the next Board Meeting. Mr. Paris said he would <br />invite Insight Research to talk to the Board. Oncor invited us to <br />participate with them, <br />• TEDC Winter Conference will be held February 21 "-23'"d in San Antonio. <br />• Evaluating properties for future industrial development, If American takes most of the <br />Business Park, we will need to look for future industrial space. <br />Phase I environmental is complete on the NW comer of the Industrial Park. We are <br />working on the biotechnical now. One thing we have found is that we need to be more site <br />ready with ground ready to break. <br />a Travel schedule for 2018 Team Texas events, Will have this for the next meeting. <br />
