Item No. 17 <br />On, V <br />TO: Mayor& City Council <br />John Godwin, City Manager <br />FROM: Alan Efrussy, AICD, City Planning Manager <br />SUBJECT: JOINT LAND USE STUDY <br />DATE: February 16, 2018 <br />BACKGROUND: This Joint Land Use Study (JLUS) is a collaborative process among local <br />governments, military installations, citizens, and other stakeholders to identify and help mitigate <br />and prevent encroachment issues that may affect current and future military missions and nearby <br />communities, The Study states this encroachment occurs when conditions outside the military <br />installation limit the ability of the military to perform its mission safely and effectively, or when <br />military operations diminish quality of life in surrounding areas, This JLUS effort for the North <br />Texas region—,Joining Forces,- Aligning Community and Miliary,Missions—seeks to facilitate <br />dialogue around common interests and strengthen community -military compatibility through <br />communication, education, and the planning process. <br />STATUS OF ISSUE. The JLUS includes study areas comprised of eight military establishments <br />in North Texas. Staff from the NCTCOG will make a presentation regarding the purpose of the <br />entire JLUS, but will focus on the Camp Maxey Training, Center. Specifically, COG staff will <br />address: Economic impacts of military installations to Texas and North Texas; Scope of the <br />JLUS and the study area, Issues identified, with a focus on Camp Maxey issues, and <br />recornmendations; and discussion of implementation resources and next steps. However, the COG staff recommends that the most relevant pages <br />for the city council to review for the February 26"' presentation are pages 81-85; they are <br />included as is a graphic illustrating Camp Maxey in relation to Paris. The COG has requested <br />that the governmental entities that participated in the JLUS project approve a resolution <br />supporting the implementation of the JLUS. Staff supports said resolution. <br />BUDGET: N/A <br />RECOMMENDATION: Read the enclosed documents and approve the enclosed resolution. <br />
