, '

Water Conservation Goals for Estimation of Potential
Reduction in Per Capita Water Use through the Year 2050

The following tables for potential reduction in per capita water use were initially
calculated in 1999 for the original adoption of the Water Conservation Plan in 2000. The
Utility Survey form and instructions were provided by the Texas Commission on
Environmental Quality (TCEQ) for municipal water conservation planning through the
year 2050.

The conservation measures establish a bottom range or "most likely" real world
potential conservation scenario and an upper range or "advanced" scenario that assumes
ideal situations representing a maximum achievable conservation savings. A range of
potential savings is determined for each of the following conservation measures:

1. Reducing unaccounted-for water uses;
2. Reducing indoor water use due to water-conserving plumbing fixtures;
3. Reducing seasonal water use;
4. Reducing water use through public education programs;
5. Reducing dry-year irrigation water use.

I. Reducing Unaccounted-for Water Uses:

The TCEQ considers unaccounted-for water uses (loss) of 15% or less acceptable for
communities serving over 5,000 people. Losses above 15% provide a conservation
potential with greater losses providing a greater potential. The bottom of the range for
technical potential savings is zero. Calculation of the top of the range is determined by
the following table:

Unaccounted-for uses = 15.9%

Dry-year per capita water use = 208.1 gallons per capita per day (gpcd)

Potential for reduction in unaccounted-for use =

(208.1 gpcd X 15.9%) - (208.1 gpcd X 15%) = 33.09 - 31.22 = 1.87 gpcd

Technical Potential Savine:s Rane:e = 0 to 1.87 l!pcd

II. Reducing Indoor Water Use due to Water-Conserving Plumbing Fixtures:

6

,
Y,
'F ..
