Item No. 8 <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Carla Easton, PE, City Engineer <br />SUBJECT: CONTRACT CLOSEOUT FOR THE WEST PARIS MULTI -USE TRAIL <br />CONSTRUCTION PROM1,CT <br />DATE: March 5, 2018 <br />BACKGROUND: In 2013 the City was awarded an FIIWA grant administered through the <br />TxDOT Transportation Enhancement Program (TEP) to construct a section of the Trail de Paris <br />from Bonham Streeet to the Boys & Girls Club, known as the West Paris Multi -Use Trail. <br />Hayter Engineering prepared the construction plans for the project, and in May 2016 a <br />construction contract was awarded to Harrison, Walker & Harper (H WH) in the amount of <br />$638,644.80, <br />STATUS OF ISSUE: FIWVI has completed all work under this contract. The original contract <br />time was 150 calendar days, and the contractor was awarded 68 additional days due to project <br />related extensions. Final completion of all work. was reached on May 26, 2017, 38 days over the <br />allowable time per the contract dOCUIllents. Liquidated damages were set at $330 per day, so the <br />contractor is charged $12,540 for the delayed completion. <br />A final account of the contract quantities results in $207.77 in project savings due to quantity <br />underruns. Change order number I (and final) provides a reduction in contract amount due to <br />field conditions. The final amount for all work completed under this contract to $638,437.03. <br />Progress payments have been made in accordance with the contract documents, and the only <br />remaining payment is for the retained amount of` $63,843.70, which will be released upon final <br />acceptance by City Council. <br />BUDGET: This project is funded frons FHWA Transportation Enhancement Program (TEP) and <br />matching funds are available in the City's grant fund. <br />RECOMMENDATION: Approve final payrnent and p,roi ect close out for West Paris Multi -use <br />Trail construction project with HWII. <br />
