John Godwin, City Manager FROM: Michael Paris, PEDCl",xecutive Director SUBJECT: GRANTADMINis'rRATWN SERWES F01Z TxCDBG DATE: March 21, 2018 BACKGROUND: The City of Paris, through efforts of the Econornic Development Corporation, is currently working to secure a contract with the American Spiralweld Pipe Company (ASWP) for their new plant location in the Northeast Texas region. The prospective project site requires that certain infrastructure be relocated, removed, or reconstructed in order to support the proposed development, including the rehabilitation of an existing Kiainichi Rail Spur, There is an opportunity to recover some of the capital improvement costs of these types of improvements through the Texas Community Development Block Grant Prograrn (TxCDl3G), adi-ministered by the 'I .'exas Department of Agriculture. Grant administration services are needed to assist with the application process as well as grant management. STATUS OF ISSUE: A request for qualifications for grant administration services was submitted to 3 firms, and we received 2 qualified responses. Each proposal was evaluated in accordance with the state procurement procedures, and Resource Management & Consulting Co. was selected as the most qualified firm. BUDGET: A contract for grant administration services totaling $40,000 would be paid with funds from the Paris Economic Development Corporation, pending approval from their Board of Directors. RECOMMENDATION: Authorize the City Manager to execute a contract with Resource Management & Consulting Co. for grant administration services associated with the American Spiralweld Pipe Company project.
