Item No. 14 <br />TO: City Council. <br />John Godwin, City Manager <br />FROM: Michael Paris, PEDCl",xecutive Director <br />SUBJECT: GRANTADMINis'rRATWN SERWES F01Z TxCDBG <br />DATE: March 21, 2018 <br />BACKGROUND: The City of Paris, through efforts of the Econornic Development Corporation, <br />is currently working to secure a contract with the American Spiralweld Pipe Company (ASWP) <br />for their new plant location in the Northeast Texas region. The prospective project site requires <br />that certain infrastructure be relocated, removed, or reconstructed in order to support the <br />proposed development, including the rehabilitation of an existing Kiainichi Rail Spur, There is <br />an opportunity to recover some of the capital improvement costs of these types of improvements <br />through the Texas Community Development Block Grant Prograrn (TxCDl3G), adi-ministered by <br />the 'I .'exas Department of Agriculture. Grant administration services are needed to assist with the <br />application process as well as grant management. <br />STATUS OF ISSUE: A request for qualifications for grant administration services was <br />submitted to 3 firms, and we received 2 qualified responses. Each proposal was evaluated in <br />accordance with the state procurement procedures, and Resource Management & Consulting Co. <br />was selected as the most qualified firm. <br />BUDGET: A contract for grant administration services totaling $40,000 would be paid with <br />funds from the Paris Economic Development Corporation, pending approval from their Board of <br />Directors. <br />RECOMMENDATION: Authorize the City Manager to execute a contract with Resource <br />Management & Consulting Co. for grant administration services associated with the American <br />Spiralweld Pipe Company project. <br />
