Regular Council' Meeting <br />March 12, 2018 <br />Page 3 <br />Mr. Anderson explained the City received a request to abandon 142 feet of alley between <br />627 N.E. 5'h and 639 N.E. 5"' Street, and that the sarric person owned both pieces of property. <br />Mr. Anderson said Oncor would retain their easement for possible future use. <br />Mayor Clifford opened the public hearing and asked for anyone wishing to speak in favor <br />or opposition of this item, to please come forward. Derek Hughes, 627 5111 Street N.E., spoke in <br />support of this item. Mr. Hughes said lie had maintained the alley for many years. <br />A Motion to approve this item was made by Mayor Clifford and seconded by Council <br />Members Portugal and Trenado. Motion carried, 5 ayes — 0 nays. <br />11. Discuss and act on RESOLUTION NO. 2018-009: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AUTHORIZING THE EXECUTION <br />OF A DEED OF ABANDONMENT TO THE ADJACENT PROPERTY OWNER OF A <br />ONE -HUNDRED FORTY-TWO (142) FOOT ALLEY ABANDONED BY <br />ORDINANCE NO. 20118-007 LOCATED BETWEEN 627 NE 5T " AND 639 NE STH, <br />BEGINNING AT THE WEST BOUNDARY LINE OF NE 5 T11 STREET, THENCE <br />WEST ALONG THE SOUTH BOUNDARY LINE OF LOT 36, A DISTANCE OF 142 <br />FEET TO THE SOUTHWEST CORNER OF LOT 36, BLOCK 60, THENCE SOUTH <br />17 FEET TCS THE CORNER OF NORTH PROPERTY LINE OF LOT 35, BLOCK 60 <br />THENCE EAST ALONG THE NORTH PROPERTY LINE OF LOT 35, A DISTANCE <br />OF 142 FEET TO THE NORTHEAST CORNER OF LOT 35, THENCE NORTH <br />ALONG THE WEST BOUNDARY LINE OF NE 5711 STREET 17 FEET TO THE <br />PLACE OF BEGINNING IN THE CITY OF PARIS,, TEXAS; MAKING OTHER <br />FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING <br />AN EFFECTIVE DATE. <br />A Motion to approve this item was made by Council Member Portugal and seconded by <br />Mayor Clifford. Discuss, accept the bid and award a contract in the amount of $1,01.7,000, with deductive <br />alternates 3, 4, & 5, to McInnis Brothers Construction, Inc. for construction of the Flow <br />Equalization Basin Barscreen Project, <br />Utilities Director Doug Harris said the project was advertised for bids beginning June <br />2017 through various websites, as well as published in the Paris News. Mr. Harris also said <br />thirty contractors were contacted by phone and thirty-three contractors were mailed bid packets <br />by Hayter Engineering, hic. Mr. Harris informed City Council that seven bids were received and <br />Hayter Engineering recommended the project be awarded to the low bidder, which was McInnis <br />Brothers Construction, Inc. <br />A Motion to approve this item was made by Mayor Clifford and seconded by Council <br />Member Drake. Motion carried, 5 ayes -- 0 nays. <br />13. Discuss and act on a contract with Archer Construction & Design for construction of the <br />new northwest EMS station, in an amount not to exceed $500,000. <br />
