<br />2. The lines of succession for each of our department and agency heads shall be in <br />accordance with the saP's established by those departments and agencies. <br /> <br />VIII. READINESS LEVELS <br /> <br />A. Many emergencies follow some recognizable build-up period during which actions <br />can be taken to achieve a gradually increasing state of readiness. We use a four- <br />tier system. Readiness Levels will be determined by the Mayor or, for certain <br />circumstances, the Emergency Management Coordinator or Police Chief. General <br />actions to be taken at each readiness level are outlined in the annexes to this plan; <br />more specific actions will be detailed in departmental or agency SOP'S. <br /> <br />B. The following Readiness Levels will be used as a means of increasing our alert <br />posture. <br /> <br />1. Level 4: Normal Conditions <br /> <br />a. Emergency incidents occur and local officials are notified. One or more <br />departments or agencies respond to handle the incident; an incident <br />command post may be established. Limited assistance may be requested <br />from other jurisdictions pursuant to established inter-local agreements. <br /> <br />b. The normal operations of government are not affected. <br /> <br />2. Level 3: Increased Readiness / National Threat Level Color Yellow <br /> <br />a. Increased Readiness refers to a situation that presents a greater potential <br />threat than "Level 4", but poses no immediate threat to life and/or property. <br />EMC may staff the EOC as a monitoring activity only. Increased readiness <br />actions may be appropriate when the situations similar to the following occur: <br /> <br />1) Tropical Weather Threat. A tropical weather system has developed that <br />has the potential to impact the local area as relocation of residents from <br />affected areas seek shelter in our county. Readiness actions may include <br />regular situation monitoring, a review of plans and resource status, <br />determining staff availability and placing personnel on-call. <br /> <br />2) Tornado Watch indicates possibility of tornado development. Readiness <br />actions may include increased situation monitoring through spotter's <br />locations being called out in the county and placing selected staff on alert. <br /> <br />3) Flash Flood Watch indicates flash flooding is possible due to heavy rains <br />occurring or expected to occur. Readiness actions may include increased <br />situation monitoring, reconnaissance of known trouble spots, deploying <br />warning signs. <br /> <br />38 <br /> <br />Ver1.10 <br />08/03 <br />
