Iteni No. 15
TO: Mayor & City Council
John Godwin, City Manager
FROM: Carla Easton, City Engineer
SUBJECT: 2013 BOND FUND —JOHNSON WOODS DRAINAGE PROJECT
UPDATE
DATE: April 16, 2018
BACKGROUND- The Johnson Woods Drainage Improvement project was planned and
scheduled as part of the 201 3) Bond Fund for Water and Sewer Improvements. It includes
replacement of sanitary sewers and channel restoration along the drainage channel running from
Lamar Avenue to Clark Lane, AECOM and flayter Engineering Inc. prepared the construction
drawings and specifications, and the construction cost was estimated at $1 Million,
On June 27, 2017, the City hosted a bid opening for this project and only one (1) bid was
received in the amount of $1,908,978.00. Upon review, it was found that the unit prices were not
consistent with current similar bid prices, resulting in a total project bid that was $900,000 _M_/_
over the anticipated project cost. The bid was rejected, and we've been looking into options to
move lorward with the protect within our budget.
STATUS OF ISSUE: Staff has been working to secure a lower cost for the project that is closer
to the budgeted arTIOUnt, with no success. Due to the limited work area within the channel,
contractors are showing little interest to pursue the project, resulting in extremely high costs per
foot of sewer pipe. Given the condition of the sewer, it Would riot be advised to proceed with
channel improvements until the sewer can be replaced,
There are three bond projects currently under construction, two of which will', Finish this year.
Those projects are tracking on time and under budget, If there are savings from, those contracts,
the funds could be reallocated to the Johnson Woods Drainage project, making up some of the
cost difference.
BUDGET: None required for this action.
RECOMMENDATION: Discussion 0111Y.
